Business licenses and permits in Fulton County, Georgia
Fulton County, Georgia, seat Atlanta, has lost nearly all of its unincorporated territory to two decades of annexation and new incorporation — Sandy Springs incorporated in 2005, Milton in 2006, and the City of South Fulton absorbed the county's last unincorporated South Fulton neighborhoods on July 3, 2017, with House Bill 445 (signed May 10, 2021) authorizing a further annexation of the Fulton Industrial Boulevard corridor since then. What remains unincorporated today is, in practice, the Fulton Industrial District (FID) and the Fulton County Executive Airport land, and every Finance Department, alcohol-licensing and Public Works record below reaches only that FID/unincorporated area — not the 15 incorporated cities inside the county (Alpharetta, Atlanta, Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Johns Creek, Milton, Mountain Park, Palmetto, Roswell, Sandy Springs, South Fulton, and Union City), each of which runs its own business-license, zoning and building-permit regime in place of the county's. Atlanta, the largest city and county seat, sits mostly within Fulton County with a small portion in DeKalb County; its own business-license, zoning and building-permit figures are covered by this site's separate Atlanta city spec and are not restated here. The Fulton County Board of Health and Fulton County Animal Control are the exceptions to the FID-only pattern: the Board's food-service, pool, tourist-accommodation, body-art and septic permits reach every incorporated city and the unincorporated area alike under Code §34-4(b), and Animal Control's kennel and pet-shop rules reach the unincorporated area plus any incorporated city holding an interlocal animal-control-services agreement with the county. Code Chapter 18's own article table of contents lists only five articles — General, Business and Occupation Taxes, Adult Entertainment, Massage Therapy, and Escort/Dating Service — with no contractor, veterinary or cosmetology article among them, so those professions are licensed solely by the State of Georgia. Population is the U.S. Census Bureau's July 1, 2024 county estimate.

Permits that apply to every type of business in Fulton County
| Permit | Issuing agency | Fee | Renews | Last checked |
|---|---|---|---|---|
| Building Permit / Zoning Complianceonly if it applies to you | Fulton County Department of Public Works, Planning & Community Services | Fulton County Public Works, Planning & Community Services issues building permits and administers zoning compliance only in the Fulton Industrial Business District (FIBD) and any remaining unincorporated area, under the technical codes adopted at Code §§14-38 through 14-41 (Georgia's state minimum standard codes, including the International Building, Electrical, Fuel Gas, Mechanical, Plumbing, Residential, Energy Conservation, Fire and Property Maintenance Codes, administered on the 2000 IBC administrative section as locally amended). The county's live Permits and Plan Review page does not currently link a dollar-figure fee schedule; the only schedule on file is a January 2016 'South Fulton Special Services District' document that predates the 2017 incorporation of the City of South Fulton and is no longer linked from that page, so its figures are not published here. | per project | 2026-10-03 |
| Zoning Certification Letteronly if it applies to you | Fulton County Department of Public Works, Planning & Community Services | $40 flat, per request | per request (one-time) | 2026-10-03 |

Above $20,000 in gross receipts or more than one employee, the fee scales per a gross-receipts tax table and per-employee rate maintained internally by the Department of Finance under Code §18-33; that table is not published on the county's website or in the application package, so the exact figure is calculated from the worksheet submitted with the application. A professional practitioner — including a veterinarian — may instead elect a flat $400.00 per year under Code §18-39(2). | annual, calendar year (January 1 - December 31); renew by March 31 | 2026-10-03 |

Fees shown as a range or formula are set that way by the issuing agency — we do not average them into a single number.
What do these permits involve in Fulton County?
Building Permit / Zoning Compliance
This building-permit and zoning-compliance requirement reaches only the Fulton Industrial Business District and any remaining unincorporated area of Fulton County — every incorporated city, including Atlanta, issues its own building permits and administers its own zoning within its limits instead, per the county's own Public Works page describing the July 3, 2017 transfer of those functions to the City of South Fulton. The technical codes adopted are Georgia's state minimum standard codes under Code §§14-38–14-41. The only fee schedule on file is dated January 2016 and predates that 2017 transfer; it is no longer linked from the county's current live Permits and Plan Review page, so its dollar figures are not published here — only the requirement and the codes it runs on.
Zoning Certification Letter
A business or property owner can request a standalone Zoning Certification Letter from Fulton County Public Works confirming a parcel's current zoning classification, separate from the Zoning Confirmation Form bundled into the Business Occupation Tax Certificate application above — the two are distinct, non-duplicate fee items from two different county pages and processes. The county's own 'Certify Zoning' page states a processing fee of $40.00 is assessed for each request. Like the other Public Works records above, this service covers the Fulton Industrial Business District and any remaining unincorporated area; a parcel inside an incorporated city is certified by that city instead.
Business Occupation Tax Certificate
This certificate is required of a business with a location or office in the Fulton Industrial District or any other remaining unincorporated pocket of Fulton County — not countywide, since every incorporated city, including Atlanta, licenses its own businesses instead. It is issued by the Finance Department's Business License Division, 141 Pryor St SW, Suite 7067, Atlanta, GA 30303 (404-612-7722), and administered on the county's behalf by the third-party administrator Avenu, whose name appears directly on the application's 'Avenu Account' fields. A separate Zoning Confirmation Form verifying the site's zoning is a required part of this application package; it is distinct from the $40 standalone Zoning Certification Letter recorded separately below, which comes from a different county page and process.
On-Site Sewage Management / Septic / Well Permit
This permit applies only to a Fulton County business on a septic system or a private well rather than public sewer and water, and it reaches every incorporated city in the county as well as the Fulton Industrial District under Code §34-4(b)'s countywide sanitary-approval rule. A new commercial septic system of 2,000 gallons per day or less costs $450 to permit and inspect, rising to $600 above that flow rate, and a well location review and permit is a separate $250, all under the Fulton County Board of Health's fee schedule effective April 1, 2022. A business already connected to public sewer and water service falls outside this program.
