About each permit

Animal Control Kennel Special Permit

Any premises in Fulton County keeping four or more dogs over four months old for 14 or more days needs this $150.00 annual special permit from Fulton County Animal Control under Code §34-203(b) — relevant to a veterinary clinic or boarding facility. Code §34-203(d) exempts a commercial kennel that already holds the county's Business Occupation Tax Certificate and pays its business-license fee from this separate permit fee, and §34-203(e) separately requires every commercial kennel to hold a Georgia Commissioner of Agriculture kennel license, a state requirement outside the county's own program. This article reaches the unincorporated area of Fulton County and any incorporated city that holds an interlocal animal-control-services agreement with the county under §34-201(a); the Code text itself does not name which cities currently hold such an agreement.

Pet-Shop Sale Restrictions

Fulton County Code §§34-213–34-215 bars a pet shop from selling, delivering, offering for sale, bartering or auctioning dogs or cats; it may only offer dogs or cats for adoption sourced from an animal care facility or animal rescue organization, and never younger than eight weeks. Outdoor, roadside, flea-market or parking-lot transfers of dogs, cats or domestic rabbits are prohibited under §34-215, and §34-214 requires the shop to keep a one-year record of each animal's source. This is a conduct restriction rather than a licensed permit, and the Code imposes no fee for it. It reaches the unincorporated area of Fulton County and any incorporated city holding an interlocal animal-control-services agreement with the county, the same scope as the Kennel Special Permit above.
