How much does it actually cost to permit a contractor or trade in Pasco County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 16 records listed for a contractor or trade in Pasco County, FL, 4 apply to every business of this type and 12 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

9 of the 16 are charged as a range or a formula set by the issuing agency, and 1 has no fee published at all. The ones particular to this business that vary:

Contractor Certificate of Competency: Certificate of Competency issuance and biannual renewal: $100.00 per classification (§XV.A-R; 18 classifications including Class A General, Class B Building, Class C Residential, roofing, air conditioning, mechanical, plumbing, electrical, commercial and residential pool/spa, pool/spa servicing, solar, underground utility, pollutant storage and specialty contractors). Reciprocity letter: $50.00 per letter (§XVIII).

Contractor License: Certified: $335 non-refundable application and examination fee. Registered: $100 application fee. Both then pay $200 for the initial license, halved to $100 in the second year of a biennium, and $200 to renew every two years

The other 7 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Pasco County permits page and the FL state page.

Which offices issue these permits in Pasco County?

Permits for a contractor or trade in Pasco County, FL come from 6 separate offices: Pasco County Tax Collector, Business Tax Receipts, Pasco County Building Construction Services, Pasco County Planning, Development and Economic Growth, Florida Department of State, Division of Corporations, Florida Department of Revenue, Florida Department of Business and Professional Regulation, Construction Industry Licensing Board. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a contractor or trade need in Pasco County that other businesses do not?

2 of the 3 permits particular to a contractor or trade here apply to no other business type we cover in Pasco County: Contractor Certificate of Competency and Contractor License.

Contractor Certificate of Competency

Pasco County Building Construction Services issues Certificates of Competency to locally licensed contractors and charges state-certified contractors an administrative processing fee only. All figures are as adopted in the Building Construction Services fee resolution of July 14, 2026, effective July 1, 2026 (the document's resolution-number line is blank). The resolution requires every holder of a county Certificate of Competency to renew before October 1 of the biannual renewal period and sets the delinquency penalties listed; the Building Official reviews any certificate more than two years delinquent to decide whether retesting is needed. Appeals to the Construction Code Board cost $300.00 per category and variances $400.00 (§XIX).

Home Based Business Affidavit of Compliance

The Pasco County Fee Schedule adopted November 14, 2023 (Resolution 24-030) lists a Home Based Business Affidavit of Compliance at $75, a Planning and Development product for a business run from a residence under the county's Land Development Code in unincorporated Pasco County. The schedule is the one the Planning and Development Documents and Forms page links as current. A home based business also needs the county Business Tax Receipt from the Tax Collector, recorded above.

Contractor License

The two routes cost the same to keep and differ sharply at entry: certification is $335 for application and examination, registration is $100. What you get differs too — a certified license works anywhere in Florida, while a registered one is valid only where you hold local competency approval, so the cheaper route can cost more in practice if you work across county lines. Qualifying a business organisation is a separate license again at $50, with its own $50 biennial renewal, and it is the piece most often missed. An inactive license renews at $50. Letting a license go null and void costs $100 to reinstate, and a delinquency fee is $25.

The other 7 local permits in the tables apply to every type of business in Pasco County, FL; what each one involves is set out on the Pasco County permits page. The 6 state-level registrations apply to every type of business across FL and are covered on the FL state page.

How does a contractor or trade compare with other businesses in Pasco County?

The closest match is a retail store, which shares 1 of these permits. A contractor or trade also needs Contractor Certificate of Competency and Contractor License. A retail store needs Administrative Use Permit for the Sale of Alcoholic Beverages and State Beverage License Zoning Verification, which a contractor or trade does not.
