How much does it actually cost to permit a contractor or trade in Palm Beach County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 15 records listed for a contractor or trade in Palm Beach County, FL, 8 apply to every business of this type and 7 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

11 of the 15 are charged as a range or a formula set by the issuing agency, and 1 has no fee published at all. The ones particular to this business that vary:

County Contractor Certificate of Competency: Assessed per trade and application type (initial certification, renewal, reciprocity) by the Contractors Certification Division under a fee schedule maintained by the Construction Industry Licensing Board, rather than a single amount fixed in the enabling special act itself.

Wellfield Protection Operating/Closure Permit: ERM's Wellfield Protection Program fees are published in a standalone fee schedule adopted under Resolution R2022-1570 rather than as dollar figures written into ULDC Article 14, Chapter B itself; the current amount is whatever that resolution's schedule states for the applicable permit type.

Other ERM Environmental Permits (Beachfront Lighting, Lake Excavation, Native Vegetation Removal, Petroleum Storage/Cleanup, Surface Water Protection): ERM issues each of these permit categories case by case, with an application and, where applicable, inspection fee assessed by project scope under the ERM fee schedule rather than a single flat rate covering all six categories.

Contractor License: Certified: $335 non-refundable application and examination fee. Registered: $100 application fee. Both then pay $200 for the initial license, halved to $100 in the second year of a biennium, and $200 to renew every two years

The other 7 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Palm Beach County permits page and the FL state page.

Which offices issue these permits in Palm Beach County?

What does a contractor or trade need in Palm Beach County that other businesses do not?

2 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Palm Beach County: County Contractor Certificate of Competency and Contractor License.

County Contractor Certificate of Competency

Palm Beach County's Construction Industry Licensing Board (CILB), created by special act in 1967, issues its own county-level Certificate of Competency countywide — a credential distinct from and in addition to state DBPR/CILB contractor licensing — for a list of construction trades. Effective July 1, 2025, Florida HB 735 (2021) and HB 1383 (2023) preempted several trade scopes from county-level licensing entirely, including painting, flooring, cabinetry, interior remodeling, handyman work, driveway and tennis-court work, decorative stone and tile, plastering, stuccoing, caulking, canvas awning work, and ornamental iron; the county retains authority over journeyman plumbing, pipefitting, mechanical/HVAC, and electrical/alarm licenses. The county's own currently-published trade list was compiled before this preemption took effect and still names several now-preempted trades, so a contractor should confirm with the Contractors Certification Division which trade certificates PBC still administers, rather than relying on that list alone, before applying.

Contractor License

The two routes cost the same to keep and differ sharply at entry: certification is $335 for application and examination, registration is $100. What you get differs too — a certified license works anywhere in Florida, while a registered one is valid only where you hold local competency approval, so the cheaper route can cost more in practice if you work across county lines. Qualifying a business organisation is a separate license again at $50, with its own $50 biennial renewal, and it is the piece most often missed. An inactive license renews at $50. Letting a license go null and void costs $100 to reinstate, and a delinquency fee is $25.
