This certificate does not itself confer zoning, fire or occupancy approval, which are separate requirements.
$70 to file Form LLC-1, and it is the cheapest part of forming a California LLC by a wide margin. The cost that catches people is the Franchise Tax Board's $800 annual tax, which is due for the FIRST year as well — the waiver that removed it applied only to tax years beginning on or after 1 January 2021 and before 1 January 2024, and it has lapsed, so a great deal of advice still circulating is wrong on this point. Budget $70 to the Secretary of State and $800 to the FTB by the 15th day of the 4th month after you register. Forming a corporation instead costs $100. A sole proprietor forms nothing and pays neither.

There is no fee — CDTFA says so in as many words, which is worth stating because a blank reads as though nobody checked. What CDTFA may ask for instead is a security deposit against unpaid tax if the business later closes, set case by case at the time you apply and capped by statute at $50,000. The permit does not expire on a date but it is not permanent either: it is valid only while you are actively engaged in business as a seller, and CDTFA asks you to return it for cancellation when you stop.
The $800 is the real cost of operating a registered entity in California and it is due whether or not the business trades — the Franchise Tax Board's own wording is that it applies "even if you are not conducting business, until you cancel your LLC". Read the first-year position carefully, because most secondary advice is out of date: the waiver removing the first-year $800 for LLCs covered tax years beginning on or after 1 January 2021 and BEFORE 1 January 2024, so an LLC formed now owes it immediately, payable by the 15th day of the 4th month after registering. A newly incorporated CORPORATION is still exempt in its first taxable year, and that exemption carries no sunset — a genuine difference between the two structures. Above $250,000 of California total income an LLC owes the gross receipts fee as well, estimated and paid by the 15th day of the 6th month of the current tax year.
California writes one statewide standard and delegates the permit. No food facility may open without one, but section 114381(d) puts the price in local hands: any fee "shall be determined by the local governing body" and may only cover the actual cost of enforcement. So there is a statewide RULE and no statewide FEE — no amount is recorded here because the state sets none, not because none was found. The figure that applies to you is your county environmental health department's, and it varies widely between counties. The permit is non-transferable, tied to the specific person, location and activity, and must be displayed. Cottage food operations, child day care facilities and community care facilities sit outside the definition of a food facility.
The state does not sell the card and sets no fee of its own — it caps the market instead. At least one accredited course and examination must cost no more than $15 including the card, and if no course is available at that price the requirement does not apply at all. A handler has 30 days from hire to obtain one, it lasts three years, and it travels with the person rather than the employer. Since Senate Bill 476 the employer must treat the training and examination as paid working time, relieve the worker of other duties while they do it, reimburse the cost, and may not require a card as a condition of being hired. The exemptions are broad: grocery and convenience stores, school cafeterias, certified farmers' markets, licensed health care facilities, and any workplace covered by a collective bargaining agreement with its food handlers. Riverside, San Bernardino and San Diego counties run their own card programmes under a pre-2009 carve-out and charge their own fees. Do not confuse this with the separate food safety MANAGER certification, which is one certified person per facility and lasts five years.
California has no statewide general business licence, and this record exists to say so plainly rather than leave a gap a reader would fill with a guess. The state's own small business advocate is explicit about where it comes from instead: a business inside an incorporated city gets it from the city, and one in an unincorporated area gets it from the county.
