Is anything about these requirements changing?

Before a building permit is issued, the Planning and Development permit desk also requires a copy of this City privilege licence, a copy of the Arkansas Contractors License, and a Surety Bond made out to the City of Little Rock in the amount of $10,000 — the bond premium is paid to a private bonding or insurance company, not to the City, so no additional city fee attaches to the bond itself. The City reciprocates with contractors licensed by other Arkansas cities who have no office within Little Rock.

A contractor pulling the permit must also provide a copy of the Arkansas Contractors License, a copy of the City's own privilege (business) licence, and a $10,000 surety bond made out to the City of Little Rock before the permit desk will issue the permit.

The City's own 'Starting a Business' guide describes simply calling the Zoning Department (501-371-4844) to confirm a location's zoning classification before signing a lease, with no fee mentioned for that verification call — so no fee applies to a basic zoning classification check before opening. A separate, priced product exists only for a formal, contestable Administrative Appeal or Interpretation heard by the Board of Adjustment ($75 under Ordinance No. 21,676, ch. 23 § 23-3(c)(4)) — a different, optional step, not required merely to confirm zoning before a business opens.

Triggered by new construction or remodeling that installs or replaces a sprinkler, standpipe, or suppression system, and by a commercial kitchen's range-hood/Ansul suppression system for restaurants, coffee shops, and food-truck commissary kitchens. Fees collected are deposited in the Fire Marshal's Education and Training Account.

Filing online genuinely saves five dollars, at $45 against $50 on paper. A corporation costs the same to form — see the corporate registration record — but the two entity types then diverge sharply on what they owe every year afterward.

HVAC and refrigeration work is licensed across five priced classes — Class A at $200 a year is the highest, Class C the cheapest at $100, with Classes B, D and E each $150 — plus a $25 registrant category and a lifetime Class L licence issued at no charge at all. Every licence, regardless of class, expires exactly one year from the date it was issued rather than on a shared calendar date, so two contractors licensed months apart renew on entirely different schedules.

This licence is required once a commercial project's combined labour and materials reach $50,000 — below that threshold on commercial work, or on residential work under the separate home improvement rule, it does not apply. A hundred dollars to apply and $50 a year to renew, backed by a minimum net worth of $50,000, at least $25,000 of which must be cash or its equivalent, and a $10,000 surety bond. Working without the licence above the threshold is a criminal misdemeanour and carries a civil penalty of $100 to $400 for every day the violation continues.

The residential counterpart to the commercial contractor licence, with a much lower trigger: work on an existing home exceeding $2,000. Fifty dollars to register and $25 a year to renew. The statute closes an obvious loophole directly — deliberately splitting one job into several contracts each under $2,000 does not qualify for the exemption.

Electrical work is licensed by its own dedicated board under the labour and licensing department, at a genuinely modest cost — $50 a year for a master electrician and $25 a year for a journeyman, with the same $25 covering related classes such as a residential journeyman, an air conditioning electrician or an industrial maintenance electrician. An examination is separately priced by the testing provider, running roughly $56 to $80 depending on the class sought.

No fee, because Arkansas has no single state business licence — its own Secretary of State frames the whole system as board by board, with a specific state board, commission or association regulating whichever activity a business happens to be in. What that means in practice is entity registration with the Secretary of State, a Department of Finance and Administration tax permit for anyone selling goods, and whichever of the trade-specific licences below actually applies.

Three genuinely different formulas sit under one name, and getting the entity type wrong misprices the tax badly. An LLC owes a flat $150. A corporation with stock instead pays a percentage of its own authorised capital — three-tenths of one per cent of the par value, apportioned by how much of the corporation's property sits in Arkansas — which can land well above or below $150 depending on how much stock is authorised. A corporation with no stock at all pays a flat $300, twice the LLC figure, for structurally the simplest entity on this list. Every filer shares the same due date, 1 May, and missing it adds a flat $25 penalty plus ten per cent annual interest, though the combined penalty and interest is capped at twice the tax actually owed.

Plumbing is licensed by the health department's own plumbing programme rather than the labour and licensing department that handles electrical and HVAC — an agency placement easy to get wrong by analogy to those two trades. A master plumber pays $200 a year, a journeyman $75, and several restricted categories run on a different calendar entirely: a restricted solar mechanic pays the journeyman rate while a restricted supervising solar mechanic, restricted residential maintenance plumber, or restricted water and sewer service line installer each pay the master rate. Late renewal adds a penalty of $5 for every month overdue.
