About each permit

Conditional Use Permit / Zoning Variance / Site Plan Review

The $100.00 line for 'Site Plan Change of Use Documentation with No Proposed Exterior Modifications' is the one worth knowing for a business simply taking over an existing space — it is a fraction of the $1,800.00 new site plan fee and covers the common case where a tenant changes but the building does not. The $25.00 standard zoning verification letter is likewise the cheapest way to establish in writing that an intended use is permitted at an address before committing to a lease. A currency caveat applies to this whole schedule: the document's internal title is 'City of Cheyenne Fees 7.31.23.xls,' a later re-export rather than a new legislative act. The planning fees it carries were last set by Resolution 6213 (adopted March 14, 2022), and the City's own FY2027 Planning and Development budget request (presented May 15, 2026) lists an 'Application fee review — 5-year review pursuant to Res. 6213 (March 2022)' as still-upcoming work, confirming no newer planning-fee resolution has superseded it as of that budget cycle; its business license rows also match the Clerk's live table exactly, corroborating the same conclusion.

Sign Permit (building permit plus review fee)

Under the Unified Development Code, a sign needs a building permit rather than a separate flat-rate sign permit — the Code folds signs into the building permit system, §6.5 stating that 'No sign shall be erected without a building permit' and that the Director decides sign permits at the same time as the building permit. The City's own FAQ confirms the practical effect: 'Yes, both new signs and remodels of existing signs require a building permit.' So a business budgets the valuation-based building permit fee on the sign's construction value plus the $50.00 planning review fee. A sign erector is separately licensed as a contractor.

Child Care Application — City Planning Approval; State License (Cheyenne)

Childcare is licensed by the Wyoming Department of Family Services, and the City Clerk's license fee page lists no childcare license; the state charges $25.00 to apply and $25.00 to renew under its Child Care Licensing Rules chapter 2 §9, as rewritten effective April 21, 2026, which halved the previous $50.00 figures. What the City charges is a $375.00 planning application, which is a land use approval rather than an operating license, and the Unified Development Code makes the state credential a condition of it: §5.7.4 requires for each childcare category that 'All requirements of the Wyoming Department of Family Services shall be met.' A childcare facility is also inspected annually by the Cheyenne-Laramie County Health Department, whose own page states that 'Inspections are completed for child care facilities once a year' while directing licensing questions to the Wyoming Department of Family Services. No fee for that county inspection is published on the department's page.
