About each permit

Food Service Establishment License

A coffee shop is caught by the same license as a restaurant: §8.40.020 defines a food service establishment as 'a restaurant at a permanent location where food is prepared for sale or service to the public,' and the Clerk's fee table carries a single $115.00 Restaurant row rather than separate categories. The sequencing is the detail most likely to trip an applicant, and the Code states it: §8.40.040(B) provides that 'Before any license or permit will be issued, an applicant must first have applied for a state of Wyoming Food Service license or permit through the Cheyenne-Laramie County health department, and a sales tax permit through the Wyoming Department of Revenue.' Laramie County is among the six local health departments the Wyoming Department of Agriculture lists, so the food safety license comes from the county rather than from the Department of Agriculture. The county side is priced in the department's own Environmental Health Fee Schedule 2025, as updated 13 October 2025. The license itself is a state fee the county collects and retains 85 percent of, set by the Wyoming Legislature: $200.00 on a new application, $100.00 on renewal and $50.00 for a temporary license. Plan review is charged as a $103.00 application fee plus $87.00 per hour, quoted as minimums by complexity — a supermarket or multivenue and a complex facility are each $364.00 for the first three hours, a simple facility $277.00 for the first two, and a specialty facility or a remodel $190.00 for the first hour, with additional time billed beyond the minimum. Then, separately from the license, the county charges per inspection per license on its adopted Risk Assessment: $62.00 prepackaged, $92.00 fast food, $208.00 full service and $259.00 multiple venues, with a second follow-up at $103.00 and a walk-through at $78.00, one walk-through being subtracted from the plan review. Complaint inspections and first follow-ups are free. The practical consequence for a full-service restaurant is that the recurring county inspection at $208.00 costs more than the city license at $115.00 and more than the state license renewal at $100.00 — the inspection, not the license, is the largest annual food-safety line in Cheyenne. A restaurant serving alcohol pays separately: a restaurant liquor license is $1,050.00 and a bar and grill license $10,500.00 initially, falling to $1,500.00 on renewal, with all liquor licenses expiring each March 31.

Garage, Auto Dealer and Car Lot License

Of Cheyenne, Casper and Gillette, only Cheyenne licenses auto repair — the Casper and Gillette enumerated lists omit it. The license is per location rather than per business, so an operator with two premises pays twice. Salvage and wrecking is a separate and more expensive category at $115.00. A fuel-dispensing operation adds a further $65.00 license. The Clerk's own fee table lists the category as 'Garage / Auto Dealer / Car Lots,' so the same $65.00 reaches a repair shop, a dealership and a used car lot alike.

Fitness Studio — City Licensing Position (Cheyenne)

The Clerk's live fee table and the twenty-eight categories at §5.04.030 list no fitness studio category, so this record carries no fee. The obligations that do reach a studio are the building permit for fit-out at the §15.08.030 valuation rates, the sign permit through the building permit route plus the $50.00 planning review, a conditional use permit at $825.00 or a site plan approval where the district requires one, and a fire inspection whose fee is not published. Categories on the Clerk's list that sit adjacent but do not reach an ordinary studio include bowling alleys and lanes at $135.00 and skating rinks at $135.00.

Veterinary Practice — State Board License Applies (Cheyenne)

The City Clerk's current fee table lists no veterinary category and Title 6 of the Code creates none, so this record carries no fee. At state level the Board of Veterinary Medicine licenses individuals only, at a $300.00 application fee and $65.00 annual renewal under its chapter 13 §1, and W.S. 33-30-204(m)(iv) confines the board's fee authority to 'licensing and registration of veterinarians and the issuance of permits' — the complete fee chapter contains no facility line and the board's forms page lists only individual credentials. A clinic's Cheyenne obligations are the building permit for fit-out, the sign permit through the building permit route, the planning approvals its use requires and whatever the Fire Department charges for inspection, which is not published.

General Business License — City of Cheyenne position (twenty-eight enumerated categories)

The City Clerk's current fee table lists every business the Clerk licenses and names no general business license, so this record carries no fee; Cheyenne's enumerated list is longer than most and reaches three of the ten industries covered here directly — restaurants and coffee shops, garages and car lots, and barber and beauty shops each have their own record. Categories that could reach other businesses include a nicotine retail license at $65.00 annually per location under §5.08.240, a secondhand dealer at $80.00, a pawnbroker at $155.00 with a $1,000 surety bond, a body art establishment at $165.00 or $100.00 for a temporary up to fourteen days, a body artist at $75.00, a massage establishment at $135.00 per location under §5.52.040 with a massage therapist permit at $115.00, and an alarm permit at $100.00 which remains valid for as long as the permittee owns or occupies the property. Two general rules apply across all of them: §5.04.090(A) provides that licenses 'shall expire annually, one year from the date of issuance,' so renewal dates are staggered by issue date rather than aligned to a calendar year, and §5.04.060(B) and §5.04.070(B) each charge $30.00 for a transfer of ownership or of location. Section 5.04.040(A)(1) makes zoning compliance a precondition: 'No business shall be licensed or permitted, or conducted from any location unless the same is in compliance with the provisions of the city's zoning ordinance.'

Mobile Food Vendor License

The per-unit basis matters for an operator running more than one truck or cart: §8.40.070(B) charges the fee 'per food stand, pushcart, mobile food truck, or mobile food unit,' so a two-truck operation pays twice. The fourteen-day option at $50.00 is genuinely useful for event trading, and the reduced nonprofit, charitable and youth rates of $25.00 annually or $10.00 per fourteen-day period are discretionary rather than automatic — the Code provides that the city clerk 'may approve' them on application. As with a fixed restaurant, the county health application and a state sales tax permit must be applied for first under §8.40.040(B). A non-food mobile trader falls under a different and more expensive license: §5.76.030(B) prices a temporary or transient merchant license at $100.00 for a fourteen-day period and $300.00 for an annual comprehensive license.

Retail Store — City Licensing Position (nicotine and secondhand goods are licensed) (Cheyenne)

The Clerk's live fee table licenses retail by product line rather than by shopkeeping, so this record carries no fee for general retail. A retailer selling nicotine needs a license at $65.00 annually per location under §5.08.240, a secondhand dealer pays $80.00 and a pawnbroker $155.00 with a $1,000 surety bond. A firearms dealer is $90.00 and vending machines are $35.00 with a $5.00 per machine minimum. A retailer selling food falls under the food service establishment license instead. Every retailer needs the Wyoming sales and use tax license, which is a one-time $60.00 charge rather than an annual one — W.S. 39-15-106 provides that licenses 'are valid without further payment of fees until revoked by the department,' with a $60.00 reinstatement fee for a forfeited license and a separate license required for each place of business.

Barber and Beauty Shop License

This city license sits on top of, not instead of, the state one. The Wyoming Board of Cosmetology licenses the salon itself at $75.00 per year with a $225.00 application fee, and barber shops are regulated by a separate board at $85.00 annually with a $100.00 new shop application. A Cheyenne salon therefore holds both. Two adjacent trades carry their own, higher city licenses and a salon expanding into either picks one up: a massage establishment is $135.00 per location under §5.52.040 with a $115.00 massage therapist permit under §5.52.050, and body art is $165.00 for an establishment, $100.00 for a temporary establishment of up to fourteen days and $75.00 per body artist, with a $10.00 fee for a change in business affiliation.
