About each permit

Sign Permit

Confirmed from the Omaha Municipal Code and the Planning Department's own Permit Fees page, whose sign, awning and face-change fees match those in OMC §51-15 exactly. A permit is required to erect, reconstruct, remodel or change the face of any sign or awning, although a face change on an already-permitted off-premises, message-center, changeable-copy or menu-board sign needs no new permit (§51-13). Applications must be filed by a licensed master sign erector or a Nebraska-licensed architect or engineer, except that anyone may apply for awnings and their signs, painted wall signs, non-illuminated banners and temporary signs, non-illuminated wall signs projecting no more than four inches, and non-illuminated masonry, concrete or wood free-standing signs no taller than six feet and no larger than 32 square feet. No permit is needed for the signs exempted by §55-823(d), open/closed signs of two square feet or less, or signs mounted inside windows (§51-14). Work begun before the permit is issued pays four times the fee (§51-16), and 75 percent of the fee may be refunded if the sign is not erected, on a written request within six months (§51-18). Temporary signs are priced in two places in the Code: §51-15 lists temporary signs and banners at $1.00 a day with a $31.00 minimum, while §55-825(c) sets temporary sign permits at $2.00 a day per 32 square feet or fraction thereof (no temporary sign may exceed 32 square feet), with a $60.00 minimum or $300.00 for a six-month permit. The Permit Fees page publishes the §55-825 figures, although it states the daily rate per 20 square feet where §55-825 says 32.

Building Contractor License

This is Omaha's own local contractor-licensing system, as published on the Planning Department's Licensing Information page. Each class carries its own minimum liability insurance (Class A/B and Master Sign Erector $1,000,000; Class C $500,000; Class D/E $300,000) and a flat $10,000 minimum bond across all classes. The same Planning Department page confirms Omaha separately registers electricians locally (Master Electrician/Electrical Contractor $85.00 + $6.80 tech fee, requiring a current Nebraska State Electrical Division license — a local registration layered on top of the state credential recorded at the state layer) and licenses plumbers (Master Plumber $100.00 + $8.00 initial) and mechanical/HVAC trades entirely locally, with no state equivalent — exactly the pattern Nebraska's own state layer anticipates for plumbing and HVAC ('licensed by the city or village nearest the job'). Those trade-specific credentials are not duplicated as separate records here; the Building Contractor license is the credential mapping to the general 'contractor' industry.

Commercial Building Permit & Certificate of Occupancy

Confirmed from the Omaha Municipal Code and from the Planning Department's own Permit Fees page, which republishes Table 43-91 verbatim. The valuation used for both the building permit fee and the plan review fee is the total value of all construction work covered by the permit, as determined by the building official (OMC §43-91). The plan review fee is paid when the application is filed; if the permit is issued within six months of the initial application it is included as part of the total fee, and it is retained by the City if the applicant withdraws or fails to obtain the permit within six months (OMC §43-92). Certificate-of-occupancy fees are paid at application and no inspection occurs until they are paid; occupancy without a certificate, where allowed, costs $950.00 on top of the regular certificate fee (30-day maximum), and a certificate reinspection is $50.00 per inspector per inspection. A $170.00 building analysis reviews an existing building and site for the building, mechanical, fire and zoning requirements of a proposed use, and work begun before a permit is issued is charged four times the regular fee, except emergency work for which a permit is applied for within 48 hours. The Permit Fees page's table of other inspections and fees still shows some older figures (for example a $515.00 pre-occupancy fee) where the Code, as amended by Ord. No. 44525 on December 23, 2025, now sets different ones; this record follows the Code. Electrical, plumbing and mechanical permits are priced separately, and the Permit Fees page cautions that its figures may not indicate total permit costs because of fees assessed by other departments. For a daycare or childcare center, the Current Planning Division states that zoning approval consists of obtaining a Certificate of Occupancy inspection, which a zoning verification letter does not satisfy.
