Business licenses and permits in Lancaster County, Nebraska
Lancaster County, Nebraska, seat Lincoln; population 332,857 (U.S. Census Bureau 2024 estimate). The City of Lincoln and the county share the Lincoln-Lancaster County Health Department and the Planning Department. For premises outside the corporate limits of any city or village, the Lancaster County Board of Commissioners is the local governing body that holds the hearing and recommends issuance or refusal of a Nebraska retail liquor license (Neb. Rev. Stat. §53-134), the annual license fee is paid to the county treasurer (§53-124), the County Clerk issues tobacco licenses and takes Special Designated License applications, and county zoning applications follow the county's own fee schedule. Paint stripping and surface coating operations anywhere in the county pay an annual air-quality fee under the jointly adopted Lincoln-Lancaster County Air Pollution Control Program regulations. The incorporated municipalities are Lincoln and the towns of Bennet, Davey, Denton, Firth, Hallam, Hickman, Malcolm, Panama, Raymond, Roca, Sprague and Waverly. A business inside one of them applies to that municipality for its own licenses and permits (for liquor, §53-134 makes the city or village governing body the local authority within its limits), which stack on the countywide air-quality fee and the state records.

On-Site Wastewater Treatment System Construction or Alteration/Repair Permit (unincorporated Lancaster County)
A business on a rural site in unincorporated Lancaster County that is served by an on-site wastewater (septic) system needs a permit from the Health Director of the Lincoln-Lancaster County Health Department to build or alter the system; a site on a public sewer has no septic permit. County Resolution R-15-0004 regulates on-site wastewater treatment systems "within the unincorporated areas in Lancaster County outside of the incorporated cities and villages and their jurisdictional areas." Section IV states that "No person shall construct a new on-site wastewater treatment system or cause the same to be done without an on-site wastewater treatment system construction permit issued by the Health Director," and requires an alteration repair permit to resize or alter the dike of a lagoon, replace tanks, soil absorption, infiltrative or evaporative systems, or extend the laterals of an existing system; repairing existing structural components such as distribution boxes, pumps, blowers and electrical equipment needs no repair permit. Fees are set by County Board resolution; the schedules printed in R-15-0004 cover only 2014 to 2016, so the LLCHD Water Quality Program (402-441-8002) gives the current amount.
