About each permit

Fire Plan Review

Fire is where Mecklenburg County's geography differs most sharply from its building function, and the difference decides who reviews the plans. The Fire Marshal's Office states its own territory: 'The Fire Marshal's Office is the designated liaison agency and emergency response team providing support to the County's fire departments and the towns of Matthews, Mint Hill, Pineville, Huntersville, Cornelius, and Davidson. We also service the unincorporated areas of Mecklenburg County and the six fire districts within Charlotte's ETJ (Extra Territorial Jurisdiction). These areas include Steele Creek, West Mecklenburg, Cooks, Long Creek, Robinson, and Carolina.' The same page adds: 'NOTE: For inquiries or service requests within City of Charlotte limits please contact the Charlotte Fire Marshal's Office at (704) 336-2101 or email: charlottefmo@charlottenc.gov.' So a business fitting out inside Charlotte city limits deals with Charlotte Fire on fire matters even though its building permit comes from the county. Where the county Fire Marshal is the authority, the published Mecklenburg County Fire Fees, effective July 1, 2026 and approved by the Board of County Commissioners, charge plan review on construction cost bands from $200 under $50,000 up to $1,225 above $10,000,000, with shop drawings at $200 and a separate ladder of specialised reviews, including $1,500 for high-rise, institutional and mega commercial reviews and $75 for a rezoning petition. Fire plan review runs alongside, and is charged separately from, the Code Enforcement building plan review listed elsewhere here.

Fire Construction Permits

Installing fire-relevant equipment in premises outside Charlotte city limits brings a construction permit from the county Fire Marshal's Office, priced flat by category on the published Mecklenburg County Fire Fees effective July 1, 2026. Three of the categories matter particularly to the ten industries covered here. An auto-repair or body shop installing a spray booth needs the 'Spraying or Dipping' permit at $200, and the same shop storing solvents or waste above threshold needs the flammable and combustible liquids permit, also $200. A restaurant or coffee shop installing a kitchen hood suppression system needs the automatic fire-extinguishing systems permit at $200, and its performance test is charged separately under the fire performance test record here. Battery systems, compressed gases, cryogenic fluids, industrial ovens, hazardous materials, solar photovoltaic arrays and gates or barricades across fire apparatus access roads are each $200; emergency responder communication coverage systems and private fire hydrants and mains are $180; smoke control or smoke exhaust systems are $250. All of it depends on the county Fire Marshal's Office being the authority having jurisdiction, which its own page limits to the unincorporated county, the six towns and the six Charlotte-ETJ fire districts, with City of Charlotte enquiries directed to the Charlotte Fire Marshal's Office on (704) 336-2101.

Fire Code Violation Penalty

The published Mecklenburg County Fire Fees page carries a banner above its tables setting the civil penalty for fire code violations: 'Fire Code Violations: $50 - $200', with the note 'Late fees apply after 15 days from date of issue.' This is the cost side of an inspection that finds blocked egress, an out-of-date extinguisher service, an obstructed sprinkler head, overloaded electrical work or a hood suppression system past its test date — the ordinary findings in a restaurant, salon, gym, child care centre or repair shop. The fifteen-day clock is worth noting: a penalty that sits unpaid on a desk accrues late fees on top of the original amount. The range applies where the Mecklenburg County Fire Marshal's Office is the authority having jurisdiction, which its own page limits to the unincorporated county, the towns of Matthews, Mint Hill, Pineville, Huntersville, Cornelius and Davidson, and the six fire districts within Charlotte's ETJ. A business inside Charlotte city limits is inspected and cited by the Charlotte Fire Marshal's Office instead, on that city's own schedule, and the county figures above do not apply to it. This record exists so the penalty is visible before an inspection rather than after one; it is not a permit to apply for.

Fire Performance Tests

Installing a fire protection system is one charge; having the county Fire Marshal witness it work is another, and a fit-out budget that misses the second will be short. The published Mecklenburg County Fire Fees, effective July 1, 2026, price performance tests separately from construction permits: $160 for automatic fire-extinguishing systems, which is the test a restaurant or coffee shop meets after a kitchen hood suppression system is installed; $200 for an emergency responder communication coverage system; $590 for fire alarm and detection systems and related equipment in a shell and $160 for the same in an upfit; $160 for fire pumps and related equipment; $200 for fire sprinkler systems; and $400 for standpipe systems. The shell-versus-upfit split for alarm testing is worth noting when a tenant takes space in a building whose shell alarm has already been tested, because the tenant's share is the $160 upfit figure rather than the $590 shell figure. These charges apply where the Mecklenburg County Fire Marshal's Office is the authority having jurisdiction — the unincorporated county, the towns of Matthews, Mint Hill, Pineville, Huntersville, Cornelius and Davidson, and the six fire districts within Charlotte's ETJ. Inside Charlotte city limits the Fire Marshal's own page directs enquiries to the Charlotte Fire Marshal's Office.

Fire Operational Permits

Operational permits cover activities rather than installations, and several of them are what a food or retail business meets when it takes its operation outdoors or into an event. The published Mecklenburg County Fire Fees, effective July 1, 2026, price temporary membrane structures and tents at $135 valid for 180 days, or $400 where two or more are used; exhibits and trade shows, carnivals and fairs, covered and open mall buildings and amusement buildings at $180 each; a stage canopy larger than 400 square feet at $180 valid for 45 days; and a Large Outdoor Assembly Event at $250, which is the permit an event of 1,000 or more attendees needs in addition to the county special event application listed separately here. An auto-repair shop storing solvents, fuels or waste oil above the code threshold meets the flammable and combustible liquids operational permit at $200, and the same schedule charges $180 for removal or abandonment of a tank left in place 90 days or more. Open burning is $100 and valid 12 months. Every one of these applies only where the Mecklenburg County Fire Marshal's Office is the authority having jurisdiction — the unincorporated county, the six towns and the six Charlotte-ETJ fire districts. A caterer or food truck working an event inside Charlotte city limits deals with the Charlotte Fire Marshal's Office instead, on (704) 336-2101.

Fire Hazardous Materials Storage and Operational Permits

A business storing or using hazardous materials above the code threshold outside Charlotte city limits carries an annual permit obligation from the county Fire Marshal's Office, and it is one of the few recurring county charges here. The published Mecklenburg County Fire Fees, effective July 1, 2026, separate the two permit types: a hazardous materials storage permit costs $200 as a new permit and $100 on annual renewal, while a hazardous materials operational permit costs $100 whether new or renewed. Re-inspection is priced by occasion — $125 against a new permit, $75 against an annual renewal, and $0 where the re-inspection needs no site visit. The industries most likely to be inside the thresholds are auto repair, where solvents, fuels, refrigerants and waste oil accumulate; salons handling bulk flammable chemicals; veterinary practices holding compressed medical gases; and contractors storing adhesives, fuels and compressed gases. The construction-side permit for hazardous materials installation is a separate $200 charge under the fire construction permits record here. All of it depends on the Mecklenburg County Fire Marshal's Office being the authority having jurisdiction, which its own page limits to the unincorporated county, the towns of Matthews, Mint Hill, Pineville, Huntersville, Cornelius and Davidson, and the six fire districts within Charlotte's ETJ; inside Charlotte the Charlotte Fire Marshal's Office is the contact.
