About each permit
Land Development and Erosion Control Plan Review and Inspection
Where a project disturbs ground rather than just fitting out a tenant space, the land development charges dwarf the building permit, and they land on a different jurisdictional line again. The Land Development Fee Schedule in the adopted LUESA Fee Ordinance is headed 'For jurisdictions requiring engineering review and site inspections by Mecklenburg County staff:' and records that 'The Town of Huntersville provide its own land development services; therefore, Huntersville charges separate land development fees', while the City of Charlotte's Land Development Division performs this review for projects inside Charlotte. A new drive-through restaurant, a retail pad site, a child care centre with a play yard or a repair shop with a paved forecourt will usually be a Small Commercial Project at $5,300.00 if it denudes less than an acre, or a Large Commercial Project at $10,800.00 plus $1,000.00 per denuded acre above five acres if it denudes more or if the Post Construction Control Ordinance applies. The ladder above the base fee is where budgets slip: re-review beyond the allowed cycles runs at $110.00 an hour, a failed or unready inspection costs $460.00, and each bond transaction is $1,500.00. Expedited review is available at a published price, from $500.00 at Level 1 to $5,500.00 at Level 4, after a $100.00 eligibility and level assessment. The schedule allows 70% of a plan review fee to be paid at submittal with the balance at approval, which is worth using on a large project.
Individual Floodplain Development Permit
Mecklenburg County maps its own Community Special Flood Hazard Area, wider than the federal one, and any development inside it needs an Individual Floodplain Development Permit from Storm Water Services unless it qualifies as a general permit activity. The fee schedule is banded by where in the floodplain the work sits and how much analysis it demands: $1,300.00 for a Minor Floodplain Impact between the Community Encroachment Line and the Community Flood Fringe Line, $2,900.00 for a Major Floodplain Impact, $5,300.00 for a Minor Encroachment Study between the creek centreline and the Community Encroachment Line, $13,100.00 for a Major Encroachment Study, $13,400.00 for a Community Letter of Map Revision where a FEMA LOMR is not required, $2,300.00 for a levee or floodwall review and $1,200.00 for a minor revision to an approved permit. Three conditions in the ordinance change the arithmetic. Activities that meet the criteria for a General Floodplain Development Permit are not charged a fee at all. A project involving multiple activities in multiple areas of the floodplain is assessed a single fee in the highest applicable category. And the penalty clause is unusually blunt: 'Fee Charges for IFDP Applications submitted after development activities have commenced, will be doubled due to additional staff time investigating and reviewing the violation.' Any of the ten industries building on a creekside parcel in Charlotte's stream corridors should establish floodplain status before committing to a site.
