About each permit
General Business License — Minneapolis Activity-Specific License List
The City charges no fee under this record. The City's 2026 License Fees schedule prices activity-specific licenses, in more than 600 numbered fee lines, and lists no blanket business license, so a business needs whichever license applies to its actual activity. Universal administrative fees apply on top of any category-specific fee: New License Processing Charge $147, Refund Processing Charge $58, Prorating of Fees minimum charge $58, Reinstatement of License Fee $1,050.
Mobile Food Vehicle Vendor License
The City's 2026 License Fees list prices the Mobile Food Vehicle Vendor (Food Truck) license at $719 and the non-profit food truck license at $63. The same list prices related mobile options separately: Limited Mobile Food Vehicle Vendor $131, Limited Mobile Food Vehicle Vendor for prepackaged perishable food or City parks $226, Mobile Food Store (grocery truck) $609, and a Sidewalk Food Cart Vendor license (a single cart, up to 3 locations) $63.
Salon / Barbershop Licensing — State of Minnesota License Applies (Minneapolis)
The City charges no fee under this record. The City's salon business guide states: 'Barbershops, hair and nail salons are licensed by the State of Minnesota.' The same guide lists the City's role as zoning verification before signing a lease and the Certificate of Occupancy that the state salon license application requires; the City's Certificate of Occupancy Policy states that there is no fee for the certificate of occupancy inspection.
Child Care Licensing — State License Applies (Minneapolis)
The City charges no fee under this record. The City's daycare business guide states that the State of Minnesota provides the license for a daycare center and asks operators to check zoning with City staff before signing a lease. The same guide states that commercial day care centers must have a license to serve food in Minneapolis (the City's Institutional Food license, priced by floor area in the 2026 License Fees list), and that the first routine food inspection is scheduled within 60 days of opening.
Motor Vehicle Repair Garage License
Covers 'mechanical repairs, service, maintenance, alterations, diagnostic testing or body work' — explicitly does not apply to a business selling only fuel/fluids/filters or repairing only its own fleet. Requires $100,000/$300,000 general liability and $10,000 property damage insurance, enclosed garbage storage, and a dustless all-weather parking surface.
Veterinary Clinic — Minneapolis License List Position
The City's Pet Shop license page lists 'Veterinarians' among those who do not need a pet shop license, and the City's 2026 License Fees list has no row for veterinary clinics, so the City charges no license fee to a standalone veterinary clinic under this record. A clinic still needs any building, zoning and fire approvals its premises trigger.
Restaurant License
Issued by CPED's Business Licenses & Consumer Services; the Health Department's Environmental Health division does plan review and inspection. Minnesota law requires a full-time Certified Food Protection Manager within 45 days of opening — no fixed government fee exists for that certification, since it is a private accredited-exam cost.
Residential Specialty Contractor License
Requires a $10,000 surety bond and liability insurance ($100,000/$300,000 for bodily injury, $10,000 for property damage). Scoped to residential (1–4 unit) work — a contractor holding a Minnesota state Residential Building license is exempt from needing this one too. The city's license list has no separate commercial general contractor license, consistent with Minnesota licensing no commercial general contractors at the state level either.
