About each permit
General Business License — City and County of Honolulu position
The Department of Customer Services' own current Business License page names the individual business licenses the City and County of Honolulu issues (Auctioneer, E-GUN, Firearms, Garbage/Refuse, Glass Recycler, Pawn Broker, Peddler, Pedicab, Pepper Spray, Scrap Dealer, Secondhand Dealer, Tear Gas/Obnoxious Substance, Used Vehicle Parts, Wrecking/Salvaging), each priced individually on the Department's own current Fee Table, and that list names no general, catch-all business license and none specific to the ten industries covered here, so this record carries no fee. Hawaii's General Excise Tax License, recorded at the state layer, is the universal state-level registration every business needs.
Peddler License (Mobile Food Vendor)
The Department of Customer Services' own current Business License page defines 'Peddler (Merchandise, Parade, Fee Exempt)' as covering 'goods, wares, merchandise, foodstuffs, or other kinds of property or services' — foodstuffs named explicitly. ROH § 13-6.1, as amended by Ordinance 25-37 effective January 1, 2026, sets 'The annual fee for a peddler's license' at $60, up from $27.50 (the Department's Fee Table page, last modified July 2023, still lists the old figure); no license is required to peddle only fresh fish, fruit, lei, flowers or vegetables, for an Article 6A store merchant, or for a person aged 60 or over. This is the closest county-level analog to a food-truck permit. The license is required only on public places: § 13-6.2(a) makes it unlawful 'to peddle on a public place without a peddler's license issued by the city,' and § 13-1.1 defines a public place as publicly owned or maintained streets, sidewalks, parks, beaches, malls, buildings and other places open to the general public, plus privately owned or maintained streets, sidewalks, boulevards and alleys open to the general public. Under that definition, a food truck selling only on other private property, such as a private lot with the owner's permission, falls outside the peddler's license requirement. There the Land Use Ordinance applies instead: § 21-10.1 defines a 'mobile commercial establishment' to include food trucks, Table 21-5.1 permits one only in the AMX-1 to AMX-3, resort, B-1, B-2, BMX-3, BMX-4, I-1 to I-3 and IMX-1 zoning districts, and § 21-5.70-9(b) sets its standards, including an all-weather surface, a location outside required yards, at most one portable sign, and, when three or more trucks share a lot, a parking management plan, a pedestrian and vehicle circulation plan, 6 a.m. to 10 p.m. hours, and patron restrooms if seating is provided (§ 21-9.90-4(j) governs instead in the Haleiwa special district). Hawaii's own state Food Establishment Permit (Department of Health), recorded at the state layer, is the separate, mandatory food-safety credential every food truck also needs, administered through DOH's Oahu district office rather than any county health department.
Fitness Studio/Gym County License (not found)
No fee applies. The same complete CSD business-license list has no gym, fitness, or health-club category anywhere in it. A fitness studio's Honolulu-specific obligations are otherwise the same Commercial Building Permit, and, if its occupant load reaches 300 or more, the Fire Prevention Permit for Places of Assembly, both recorded elsewhere in this file.
