About each permit

General Business License — San Diego County Position (Unincorporated Area)

The County's own current business-licenses page states plainly, for the unincorporated area, 'You do not need a business license in unincorporated areas of San Diego County. However, you may need to follow other rules and permit requirements.' Under that statement the County charges no fee for a general business license. Each of the county's 18 incorporated cities — Carlsbad, Chula Vista, the City of San Diego, El Cajon, Escondido and the rest — runs its own separate business-license or business-tax-certificate system, which is a city function and out of scope here. What a business is actually subject to instead is the specific, named list of county requirements recorded separately for San Diego County: DEHQ's food, body-art, massage, pool and hazardous-materials permits (countywide), PDS's building and zoning permits (unincorporated area only), County Fire's plan-review and inspection fees (a narrower slice of the unincorporated area), Weights and Measures' device registration, and the Tobacco Retail License (unincorporated area only).

Contractor Licensing — State CSLB License Applies (San Diego County)

The County's Business Licenses page states 'You do not need a business license in unincorporated areas of San Diego County. However, you may need to follow other rules and permit requirements.' Under that statement there is no county business-license fee for a contracting business in the unincorporated area; contractors are licensed by the state Contractors State License Board under Business & Professions Code §7000 et seq. A contracting business is still subject to the same project-triggered county requirements as any other industry recorded for San Diego County — a building or fire permit for its own office or yard buildout in the unincorporated area, an FBN filing if trading under a name other than its own, and DEHQ or AWM permits if it stores fuel, chemicals or commercial devices above the relevant threshold — but not a distinct county 'contractor's license.'
