Certificate of Occupancy
Required for a new non-residential or multi-unit building, a tenant improvement to occupy a shell building, or a change of occupancy classification — but not for a single-dwelling unit, duplex, townhome, or an unoccupied shell building itself.
Commercial Building Permit
Per Information Bulletin 501, the fee is priced by square footage rather than construction valuation: plan check is $2,532.77 for the first 2,000 square feet plus $1.33 per square foot beyond, and inspection $1,315.10 plus 60 cents per square foot beyond. A 3,000-square-foot tenant improvement, for example, totals roughly $3,863 in plan check and $1,915 in inspection fees before any other add-ons.
Sign Permit
Two flat fees apply on top of every single sign application regardless of size or type: a $737 General Plan Maintenance fee and a $12.16 mapping fee — meaning even the smallest sign carries roughly $750 in fixed add-on costs before its own base fee.
Contractor Licensing — State CSLB License Applies (San Diego)
No city fee is listed for this step. The City's Contractor and Subcontractor Verification page lists the credentials it checks for each contractor — a Contractors State License Board license, workers' compensation insurance, a City Business Tax Certificate, and state and federal tax identification numbers — and names no separate city contractor license. For qualifying projects (20 or more dwelling units, or 20,000 square feet or more of commercial or industrial construction or tenant improvements), San Diego Municipal Code §129.0121 requires the permit holder to keep that information current in the City's online permitting portal, and noncompliance can lead to suspended inspections up to a stop-work order.
