About each permit
Pool / Spa / Water Feature Permit
A fitness studio or gym with a swimming pool, spa, or decorative water feature needs an annual permit from RUHS-DEH under Ordinance 465, priced for FY25/26 at $463 for a pool, $437 for a water feature, or $210 if the pool has been drained and taken out of service. New-construction plan review runs $1,592-$2,189 depending on square footage, and remodel plan review runs $398-$995 depending on scope. This applies countywide. A studio with no pool, spa, or water feature needs no permit under this program.
Retail Food Facility Permit (fixed facility)
Any restaurant, coffee shop, or retail store preparing or serving food to the public — a deli counter, for example — needs an annual Retail Food Facility Permit from RUHS-DEH before opening. This applies countywide, in every incorporated city and the unincorporated area alike, because Riverside County Code Ch. 4.52's 'Area of Application' language reaches incorporated territory too, unless that specific city runs a duplicate ordinance (none confirmed to exist, though not checked city-by-city). The FY25/26 fee (effective 7/1/2025) is tiered by facility type and square footage, from $87 for a vending machine to $1,682 for a large unpackaged-food-prep facility of 6,000+ square feet; plan-check fees are separate and deposit-based, running roughly $995 to $3,184 for new construction plus $498-$796 for remodels. Late renewal adds a 20% penalty within 30 days of expiration, rising to 100% of the base fee if more than 60 days late. A Food Handler Certification ($28 flat per employee) is separately required under Ordinance 567. This is the FY25/26 schedule, effective 7/1/2025; confirm the current figure with RUHS-DEH, 888-722-4234.
Mobile Food Facility Permit (food truck, cart, trailer)
A food truck, cart, or trailer needs an annual Mobile Food Facility permit from RUHS-DEH, priced by a Low/Medium/High-Risk tier structure (current per DES-108, rev. 11/25) rather than the older Produce/Prepackaged/Non-Prepackaged categories that still circulate on a stale DES-15 application form dated 7/22 — do not use those older figures. FY25/26 fees range from $185 (low-risk cart) to $813 (high-risk truck with full food prep), plus a separate plan-check deposit for new or remodeled units. Unlike the fixed-facility permit, a mobile permit expires December 31 of the issuance year, not one year after issuance. This permit applies countywide (same Ch. 4.52 area-of-application logic as fixed facilities), but a truck must separately clear the zoning and vending rules of whatever city or unincorporated area it actually parks and sells in. Also required: a commissary agreement, food handler/manager certificates, current DMV registration, and, for mobile food preparation units specifically, liability insurance naming Riverside County as additional insured and periodic fresh-water tank bacteriological testing.
Temporary Food Facility Permit — Community/Occasional Event Vendor
A vendor selling food as one of several booths at a fair, festival, or other multi-vendor community event needs this permit, distinct from the Annual/Single-Location TFF permit recorded separately below — Ordinance 640 treats 'community event' (up to 25 days in a 90-day period) as a legally distinct category with its own validity rules, and DEH's current live application form (DES-12, rev. 7/24) is still organized around these per-booth fees. An individual food booth pays $108 for a 3-day-or-shorter 'occasional' event or $223 for a longer 'temporary' event (up to 25 days); a 100%-prepackaged booth pays less ($68/$121). The event organizer, separately from each vendor, also needs a permit, priced from $368 (1-5 vendors) up to $3,505 (51+ vendors). Both the vendor and the organizer must apply at least 10 working days before the event. This is distinct from operating a temporary facility annually or at one fixed non-event location, which uses the Annual/Single-Location TFF fees instead — see that record.
Medical Waste Generator Registration
Every veterinary practice needs an annual Medical Waste Generator Registration from RUHS-DEH, which administers the state Medical Waste Management Act as CUPA. The FY25/26 fee is $787 a year if the practice's medical waste (sharps, contaminated materials) is hauled off-site untreated, or $1,512 a year if the practice treats its own waste on-site (for example with an autoclave). This applies countywide. Larger-volume small-quantity or large-quantity generator fee tiers also exist under the same ordinance but are unlikely to apply to a typical veterinary clinic. This registration is separate from, and in addition to, the Hazardous Waste/CUPA registration a veterinary practice may also need for non-medical hazardous chemicals.
Underground Storage Tank (UST) Permit
An auto-repair facility with underground fuel storage tanks needs an annual UST permit from RUHS-DEH under Ordinance 617, priced at $697 per tank per year for FY25/26. A new tank or first-time installation adds a $1,592 plan-check deposit; closing a tank costs $1,393 for the first tank plus $398 for each additional tank closed at the same time; repairing or modifying an existing tank costs $1,194. This applies countywide. A shop with no underground storage tanks needs no permit under this program — above-ground tanks and ordinary vehicle-lift or fluid-storage equipment are not covered here.
Temporary Food Facility Permit — Annual / Single-Location
This is a separate product from the Community/Occasional Event vendor permit recorded above, not a newer-priced version of it: the FY25/26 fee guide's 'Annual TFF' and 'Single Location TFF' line items are all marked 'New,' with no FY24/25 predecessor, and the pre-existing per-vendor Community/Occasional Event fees still appear on DEH's own current application form and remain separately in force. Use this permit for a temporary food facility that operates repeatedly across the year or at one fixed location outside of a multi-vendor event — for example a seasonal stand at a single site. FY25/26 fees are $199 (prepackaged) or $498 (unpackaged) for an annual permit valid through December 31 of the issuance year, or $50 (prepackaged) / $100 (unpackaged) for a single-location permit; an organizer permit under this category is $149, with a $249 late fee. Confirm which of the two temporary-food products fits a specific planned operation with RUHS-DEH, 888-722-4234, before applying.
Tobacco Retailer License
A retail store selling tobacco or vapor products needs an annual Tobacco Retailer License from RUHS-DEH under Ordinance 838.2, priced at $502 for FY25/26, up 5% from $477 in FY24/25. This applies countywide, in every incorporated city and the unincorporated area alike, under the same Ch. 4.52 area-of-application logic as DEH's other permits. A store without tobacco or vapor product sales needs no license under this program. This is the FY25/26 figure; confirm the current fee with RUHS-DEH, 888-722-4234.
Hazardous Waste Generator Registration / Hazardous Materials Business Plan (CUPA)
RUHS-DEH is the state-designated Certified Unified Program Agency (CUPA) for Riverside County, administering hazardous-waste generator registration and Hazardous Materials Business Plan requirements countywide under Ordinances 615 and 651. This is mandatory for nearly every auto-repair shop, which routinely generates used oil, solvents, and other regulated waste; it is conditional for a contractor storing hazardous materials above reporting thresholds, a salon exceeding small-quantity-generator exemption thresholds for chemicals like acetone, and a veterinary practice (which also separately needs medical-waste registration — see below). FY25/26 fees for the generator registration scale by employee count from $574 (0-10 employees) to $4,103 (301+ employees), with a reduced $245 fee for a very-small-quantity generator; the separate Hazardous Materials Business Plan fee scales by handling tier from $614 to $1,939, with additional CalARP tiers for facilities with regulated substances above program thresholds. A business below all reporting thresholds needs neither registration. Call RUHS-DEH, 888-722-4234, to confirm which tier applies before applying.
