About each permit

Mobile Food Facility / Compact Mobile Food Operation Permit

A food truck, cart, or compact mobile food unit operating anywhere in Fresno County needs this countywide permit before opening for business, whether its route runs through the unincorporated area or inside any of the 15 incorporated cities — the same countywide reach documented for the Food Facility Permit above, since Environmental Health is the sole local health jurisdiction for the whole county. A full Mobile Food Facility pays $377 per unit per year, and a Compact Mobile Food Operation pays $283 per unit per year; a new unit also pays a one-time $684 Mobile Food Facility Plan Check fee before its first inspection. These figures are set in the county's Master Schedule of Fees, Charges, and Recovered Costs, Section 900, under Ord. #26-002, effective April 1, 2026. A food-truck operator inside an incorporated city separately needs that city's own business-license registration for operating within city limits, on top of this countywide EH permit.

Cottage Food Operation Permit

A coffee shop or retail store selling home-produced, non-potentially-hazardous food items under California's Cottage Food Operation framework registers with Environmental Health, which administers this countywide program reaching all 15 incorporated cities as well as the unincorporated area, the same reach documented for the Food Facility and Mobile Food Facility permits above. A Class A operation, limited to direct sales such as farmers markets or from the home itself, pays $172 a year; a Class B operation, which may also sell indirectly through retail stores or other third parties, pays $149 a year. Both figures are set in the county's Master Schedule of Fees, Charges, and Recovered Costs, Section 900, under Ord. #26-002, effective April 1, 2026. A business revising its approved product list pays an additional Menu Revision fee under the same schedule, and a new cottage food operation requiring an inspection pays a separate Plan Check fee.

Body Art Monitoring Program

This program reaches a salon only if it offers tattooing, piercing, or permanent makeup — an ordinary hair or nail salon offering none of those services has no Body Art obligation. Where it applies, the Body Art Monitoring Program is a countywide Environmental Health program, described on the county's own EH document portal as operating 'throughout Fresno County,' meaning it reaches all 15 incorporated cities as well as the unincorporated area, the same reach as the Food Facility and Mobile Food Facility permits above. Practitioner Registration costs $63, a facility Inspection costs $268, and a follow-up Re-inspection costs $131, all set in the county's Master Schedule of Fees, Charges, and Recovered Costs, Section 900, under Ord. #26-002, effective April 1, 2026. These are per-practitioner and per-facility charges rather than a single combined fee, so a salon offering body art with multiple practitioners pays the Registration fee for each one on top of the facility-level Inspection fee.

Hazardous Materials Business Plan — Auto Repair/Maintenance Model Plan (CUPA)

Environmental Health is Fresno County's sole CalEPA-designated Certified Unified Program Agency (CUPA), and the county's own EH document portal states, without any city-level exception, that EH 'serves as the local Certified Unified Program Agency (CUPA) for Fresno County' — meaning this program reaches all 15 incorporated cities as well as the unincorporated area, not just unincorporated territory. An auto-repair shop storing or handling solvents, used oil, refrigerants, or parts-washer chemicals above the applicable threshold quantities must file a Hazardous Materials Business Plan; the Auto Repair/Maintenance Model Plan tier costs $470 per location per year, set in the county's Master Schedule of Fees, Charges, and Recovered Costs, Section 900, under Ord. #26-002, effective April 1, 2026. A shop handling larger volumes or additional hazard categories may be billed under the schedule's other hazardous-materials-handler or hazardous-waste-generator tiers instead of or in addition to this one, depending on what it stores.

Food Facility Permit — Restaurant

This permit reaches a restaurant or coffee shop anywhere in Fresno County, including inside any of the county's 15 incorporated cities, not only the unincorporated area — the county's own Environmental Health document portal states that facility records cover 'Fresno County, either in an unincorporated area or in one of the incorporated cities,' and a September 2026 news report of county Department of Public Health inspectors closing a restaurant physically located in the City of Clovis, an incorporated city, corroborates that this is real enforcement reach, not just page wording. The Environmental Health Division is the county's sole local health jurisdiction, so no incorporated city runs a competing food-permit program of its own. The annual fee depends on whether the facility has seating and its size: a seated restaurant with 1-50 seats pays $901, one with 51 or more seats pays $1,149; a restaurant without seating pays $635 for 1-500 square feet or $797 for 501 square feet or more. These figures come from the county's Master Schedule of Fees, Charges, and Recovered Costs, Section 900, adopted under Ord. #26-002 and effective April 1, 2026. This is distinct from Building/Zoning permitting, which does not reach inside the 15 incorporated cities.
