About each permit

Alcoholic Beverage License (state ABC Board; Limestone County is Dry, Athens is Wet)

Limestone County itself charges no fee for alcohol sales: the license to sell or serve alcohol comes entirely from the Alabama Alcoholic Beverage Control Board, recorded at the state layer, not from Limestone County. The ABC Board's own current wet-cities table lists Limestone County as 'Dry - Contains Wet Cities,' with Athens named as the county's only wet city — so a restaurant, coffee shop or retail store inside Athens city limits can pursue a state ABC license, while the rest of the county, including unincorporated Limestone and the towns of Ardmore, Elkmont, Mooresville and Lester, remains dry because none of those four appear on the Board's affirmative wet-cities list. A business anywhere in the county still owes every other Limestone County requirement listed for its industry, and a business inside Athens or another incorporated city also owes that city's own separate business-license and any municipal alcohol rules on top of the state ABC license.

Building Permits and Zoning — Limestone County Commission Position (Unincorporated Area)

There is no fee, because a signed Limestone County Commission letter on building and zoning states that Limestone County has no building codes outside the city limits, that there is no zoning in Limestone County, and that the county accordingly requires no building permit or certificate of occupancy. The county's own live 'Doing Business' webpage states this in plain text today: 'No building inspections are required in Limestone County... There is no Planning and Zoning in Limestone County.' A signed Commission letter reissued across three separate versions (2015, 2021 and 2023) says the same thing in fuller form, and the county's own 23-department directory lists no Building Inspection, Building Department or Zoning department anywhere in it. The County Commission holds statutory zoning authority under §45-42-260, enacted in 1999; the Commission's published position is that no zoning is in place. Under that published position, a contractor building or remodeling any premises in unincorporated Limestone County — a restaurant, retail store, salon, auto-repair shop or any other fixed-location business built there — has no county building permit or zoning sign-off to obtain, though several incorporated municipalities within the county, including Athens, run their own separate building and zoning regulations for work inside their own city limits.
