Business licenses and permits in Lubbock County, Texas
Lubbock County, Texas, has its seat in the City of Lubbock. The county-level permits recorded here all come from Lubbock County Public Works at the Courthouse, 916 Main Street, Suite 1220: on-site sewage facility (septic) permits for sites not served by public sewer, and right-of-way permits for culverts, concrete contoured (dip) drives and utility lines placed in county roads. The county's culvert and dip-drive policies state that there will be no charge for those permits, while the utility installation form prints its own fee table. The Lubbock County Tax Assessor-Collector, on its Beer & Liquor License page, says it receives TABC permit fees but does not issue or renew permits; the alcohol permits themselves are issued by the state. The City of Lubbock and every other incorporated city in the county runs its own business, building, health and permit regimes, which stack on top of any county requirement listed here.

What do these permits involve in Lubbock County?
On-Site Sewage Facility (Septic) Permit
A business site without public sewer that falls under Lubbock County's septic permitting needs an on-site sewage facility permit from Lubbock County Public Works before a system is built. The Public Works page lists, under "Application Review/Permit Fees:", "OSSF Commercial" at $360, "Aeriated Treatment Unit with Maintenance Contract" at $600, "Reinspection fee for ATU inspection" at $300 and "Residential / Construction Reinspection Fee" at $180, and adds the disclaimer "Refunds could take 3-4 months to process." The county's application form, the "ON-SITE SEWAGE FACILITY APPLICATION AND CONSTRUCTION PERMIT", asks for the installer's license number and a designer who "must be P.E. or R.S.", and requires a variance if the lot is less than one acre. Files for permitted, inspected and approved systems are kept at the Lubbock County Courthouse, Suite 1220. Contact the Septic/OSSF line at 806-775-1337 or 806-549-8178, or Septic@lubbockcounty.gov.
Culvert Permit, County Road, Right of Way or Easement
The Lubbock County Culvert Policy, printed with the county's culvert application (adopted 01/2021), says a permit from Lubbock County Public Works "will be required for any culvert or other structure to be placed within Lubbock county Right of Way" and that "There will be no charge for this permit." Culvert types and sizes must be approved by Public Works before placement; the property owner stakes the proposed location and a Public Works representative inspects the site. Safety End Treatments must be installed on both ends of the culvert, under guidelines printed in the same document and dated 12/2018. The policy says the county will not sell or deliver culverts for private or commercial use, so the owner buys the culvert and keeps it clean and visible to motor grader operators. Concrete Contoured (Dip) Drive Permit, County Road, Right of Way or Easement

The property owner furnishes the material and installation. Under the policy the drive must be at least 6 inches thick with 3,000 psi reinforced concrete, use 6x6-10/10 WWF reinforcing steel or an approved equivalent, be at least 12 feet wide at the ditch line, and match the grade and contour of the adjacent ditch so it does not obstruct natural drainage. A business building a driveway onto a county road applies to Public Works, 806-775-1664, Publicworks@lubbockcounty.gov.
