Land Disturbance Permit

The Hamilton County Water Quality Program is a multi-jurisdictional stormwater program formed, per its home page, by Hamilton County with Collegedale, East Ridge, Lakesite, Lookout Mountain, Red Bank, Ridgeside, Soddy-Daisy and Walden under TDEC NPDES permit TNS075566. As published on the program's current Land Disturbance Permit Application, linked from its Construction Site Controls page, 'Permit fee is $95.00 plus $5.00 per disturbed acre or portion thereof', and land disturbance permits expire one year after issuance unless an extension is requested in writing. The application needs the civil site plan, the stormwater calculation sheet, the SWPPP with the TDEC Notice of Intent (or Notice of Coverage), and a Level I erosion and sediment control inspector; the Construction Site Controls page says a pre-construction meeting follows SWPPP approval and the permit issues once all outstanding items, including any retention or detention facility fees, are received. Contact the program at 1250 Market Street, Suite 3044, 423-209-7851.

County Electrical, Plumbing, Mechanical and Gas Licenses

Right-of-Way Work License

Resolution No. 425-9, adopted by the Hamilton County Commission on April 2, 2025 and in effect since July 1, 2025, establishes 'An annual fee of five hundred dollars ($500) ... for a license to perform work within county rights-of-way, to be collected by the Highway Department upon application or renewal'. The Division of Public Works memorandum of June 25, 2025, published with the signed resolution, describes it as the Right of Way Work License Fee, an annual $500 'to perform work within the County ROW (for prime and subcontractors)' that must be renewed annually, and directs applicants to the county's OpenGov portal. A contractor cutting driveways, laying utility connections or doing other work in a county road right-of-way holds the license; the same resolution sets a separate $500 fee for each temporary road closure. Contact the Highway Department at 423-209-5050.

County Septic Installer License

As published on the Development Services Groundwater Protection page, 'Installers are required to have a County Septic Installer License', and 'Hamilton County Installer Permit is good for 1 year.' Contractor License

The threshold is $25,000 for a prime contractor and for electrical, mechanical, plumbing, HVAC and roofing subcontractors, but $100,000 for a masonry subcontractor — the one trade with its own number. Drywall, painting, landscaping, carpentry and excavation need no state license at all. Below the main threshold a separate home improvement license covers residential work from $3,000 to $24,999, at the same $250 and $200 per business location plus a $10,000 surety bond, but only in the nine counties that have adopted it: Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby. The monetary limit on your license is separate from the threshold and is set at ten times the lesser of working capital or net worth, with $300,000 in both needed for an unlimited license. Late renewal costs $20 a month for up to a year.
