Business licenses and permits in Hamilton County, Tennessee
Hamilton County, Tennessee (county seat Chattanooga) layers county requirements in three different reaches. County-wide, the Hamilton County Clerk issues the county business license under the Tennessee Business Tax Act and the 14-day transient vendor's license, and the Chattanooga-Hamilton County Health Department, one of Tennessee's five health department 'Contract Counties', permits and inspects food service establishments and public swimming pools at the State's fees. In unincorporated Hamilton County the County Beer Board permits beer sales, the Planning Department administers the Zoning Regulations (which divide 'the unincorporated territory of Hamilton County' into districts), Development Services' Groundwater Protection issues septic permits and installer licenses, and the Highway Department prices curb cuts and the right-of-way work license. The Building Inspection Department's home page states that it enforces the county's building, plumbing, electrical, mechanical and gas codes 'for the unincorporated areas of Hamilton County and also those parts of the County lying within the corporate limits of municipalities which have not adopted and are not enforcing municipal building codes'; its Districts page shows Ridgeside and Walden using Hamilton County Building Inspection for all inspections and construction permits. The Water Quality Program issues land disturbance permits for the county together with Collegedale, East Ridge, Lakesite, Lookout Mountain, Red Bank, Ridgeside, Soddy-Daisy and Walden. The ten incorporated municipalities are Chattanooga, Collegedale, East Ridge, Lakesite, Lookout Mountain, Red Bank, Ridgeside, Signal Mountain, Soddy-Daisy and Walden; under the Business Tax Act a business inside a city that has enacted the tax also takes a city license from the city official, and each city runs its own licensing, zoning and beer permit regime (and, except Ridgeside and Walden, its own building permits) that stacks on the county requirements. The state home improvement license, which Hamilton is among the counties to require, is a Board for Licensing Contractors license recorded at the Tennessee layer. The population figure of 386,256 is the U.S. Census Bureau's 2024 estimate.

What do these permits involve in Hamilton County?
County Business License (Standard or Minimal Activity)
As published on the Hamilton County Clerk's Business License and Tax Information page, under the Tennessee Business Tax Act most businesses, vocations and occupations operating within Hamilton County, TN must obtain a business license from the County Clerk, and 'No person shall conduct business in this state without first obtaining a business license from the County Clerk (TCA 67-4-723(a)(4))'. The Tennessee Department of Revenue's Registration and Licensing page sets the tiers: a location with gross receipts of more than $3,000 but less than $100,000 takes a minimal activity license, and one with $100,000 or more takes a standard license and files business tax returns with the Department; the page adds that a business may not operate until the license is obtained and posted at its location. The license fee is set by T.C.A. § 67-4-723, and subsection (d) of that section provides that no additional fee shall be charged for filing the application or issuing the license; the Clerk's office (423-209-6500) states the amount payable at application. The standard license renews when the state return is filed, and § 67-4-723(a)(2) provides that no fee is charged for that renewal; the Clerk's page says the minimal activity license must be renewed annually through the Clerk's office and carries no annual tax return. The Clerk's page lists exempt services, including veterinarians, but says that a provider of an exempt service who also sells tangible personal property or taxable services is subject to business tax on those sales. A business inside a city that has enacted the tax also takes a city license from the city official. Apply online through tncountyclerk.com or at 625 Georgia Avenue, Room 201, Chattanooga.
Electrical, Plumbing and Mechanical Permits
As published on the Building Inspection Department's current electrical, plumbing and mechanical application and permit forms (linked from the county's Building Permits page), every trade permit carries the permit fee from the form's schedule plus an Admin. Fee of $5.00, a Permit Issuance Fee of $35.00 and a Records Management Fee of $5.00. The electrical form sets a $10.00 minimum permit fee, $35 for a complete temporary service up to 100 amps, $20 plus $4 per 100 amps for a permanent service, and $40 for an interior-wired sign of 25 sq ft or less; the plumbing form charges $5.00 per fixture and $10.00 per line for water, distribution, drainage, vent and building sewer piping; the mechanical form charges $20.00 for the first $1,000 of installation value plus $5.00 per additional $1,000. The department's home page states that it enforces the county's codes 'for the unincorporated areas of Hamilton County and also those parts of the County lying within the corporate limits of municipalities which have not adopted and are not enforcing municipal building codes'; its Districts page shows Ridgeside and Walden using county Building Inspection for all construction permits. Licensed contractors may pay online; call 423-209-7860.
Curb Cut Fee (County Road)
Resolution No. 425-9, adopted by the Hamilton County Commission on April 2, 2025 under T.C.A. § 5-1-118 and in effect since July 1, 2025, establishes 'a fee of one hundred fifty dollars ($150) ... for each curb cut constructed on an existing county road, to be collected by the Highway Department upon permit issuance'. The Division of Public Works memorandum of June 25, 2025, published with the signed resolution, restates the $150 per curb cut and says all permits should be applied for online through the county's OpenGov portal. The resolution recites that the Division of Public Works oversees development within the unincorporated areas of Hamilton County; a new business site or a change of use that needs a new driveway onto a county road pays the fee per curb cut. Questions go to the Highway Department at 423-209-5050 or Development Services at 423-209-7876.
Septic Tank Permit — New Installation
A business site that is not on a public sewer and needs a new septic system takes a permit from Development Services' Groundwater Protection section; its page lists the new conventional septic system 'for commercial, house, shop, barn, etc.' and says groundwater permits are submitted online. Resolution No. 423-28, adopted and effective April 19, 2023, sets the Septic Tank Permit for a new installation at $400.00 and adds an Administration Fee of $5.00 per application and a Permit Issuance Fee of $35.00, a total of $440; the resolution says the fees are doubled for anyone who starts work on a septic system before obtaining the permit, and that a fee paid in error, before any work or inspection, is refunded less the administration and issuance fees. The same resolution prices a lot review at $150 per lot. Groundwater Protection is at 1250 Market Street, Suite 3046, Chattanooga; call 423-209-7876.
Rezoning and Special Permit Applications (Unincorporated)
The Hamilton County Zoning Regulations divide 'the unincorporated territory of Hamilton County' into zoning districts, so a business that needs a commercial zone or a special permit for a site outside the cities applies to the Hamilton County Planning Department. Per the Planning Department's Schedule of Fees dated 04-08-2026 (the undated Planning Fee Schedule linked from the Planning page lists the same figures), 'All Other Zoning', which includes the R-4 Special Zone, costs $635 up to 5 acres, $705 for 5.1 to 20 acres and $770 for 20.1 acres or more; a Planned Unit Development costs $400, all other special permits $250, and lifting or amending conditions on a previous case $150. Cases go to the Chattanooga-Hamilton County Regional Planning Commission, which meets on the second Monday of each month at 1:00 p.m. at the Development Resource Center, 1250 Market Street, and then to the County Commission; the Planning page says a petition to appeal a Planning Commission decision may be filed within 7 days. Each city zones its own territory.
