How much does it actually cost to permit a restaurant in Cleveland County Ok?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 9 records listed for a restaurant in Cleveland County Ok, OK, 2 apply to every business of this type and 7 are conditional. What does a restaurant need in Cleveland County Ok that other businesses do not?
County Zoning and Fire/Safety/Health Code Certificates for an Original ABLE Alcohol License (premises outside city limits)
Under 37A O.S. § 2-142(B), every applicant for an original ABLE Commission license, except applicants for an employee, charitable event, special event or airline/railroad beverage license, furnishes a certificate of zoning and a code-compliance certificate. Where the principal place of business is located outside the incorporated limits of a municipality, both come from the county: paragraph 2 calls for a certificate "certifying that the applicant's proposed location and use thereof comply with all municipal zoning ordinances or county zoning regulations if applicable", and paragraph 3 for one certifying that operations "comply with all municipal or county fire codes, safety codes, or health codes, if applicable". Subsection C provides that the certificates are signed by the chair of the board of county commissioners unless the county designates another officer or entity, that applications are in writing, and that the county acts within twenty (20) days of receipt of the written application. Subsection D allows conditional certificates for premises still under construction, and subsection E requires issuance within ten (10) days after all final inspections are completed. Subsection J exempts public event license applicants. The section is cited as amended by HB 1270, approved by the Governor April 23, 2025 and effective November 1, 2025. This applies to a restaurant, a coffee shop that serves alcohol, or a package or beer-and-wine store outside every city and town limit in Cleveland County; a business inside a city or town obtains these certificates from that municipality. The county's Open Records page states: "Cleveland County does not have a county planning and zoning commission. For records involving citations, building permits, etc., please reach out to the municipality in question." No county procedure or fee for the certificates is published on the county website; contact the Cleveland County Board of County Commissioners, 201 S. Jones Ave., Norman, OK 73069.
Food Establishment License
Oklahoma does not band the fee by seating capacity the way many states do — food service, manufacturing and wholesale establishments all pay the same figure regardless of size. What makes the first year expensive is that the $425 initial license sits on top of a separate $425 plan review required before a new establishment can be licensed at all, so a standard new restaurant typically pays $850 before renewal ever enters the picture; renewal alone is $335, rising to $375 if filed late. A state-operated, nonprofit or health-facility kitchen pays a lower band, $175 to open and $125 to renew. A temporary establishment is priced by the day: $100 for the first three days and $40 for each day after, and a farmers market or county fair vendor is capped by statute at $50.
