What does a contractor or trade need in Cuyahoga County that other businesses do not?
4 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Cuyahoga County: Sewer Contractor's License, CCBH Plumbing Contractor Registration, Sewage Treatment System Contractor Registration (installer, service provider, septage hauler) and Commercial Trade Contractor License.
Sewer Contractor's License
A contractor building or connecting to sewers in the county sewer system holds a sewer contractor's license from the Cuyahoga County Department of Public Works, Sanitary Engineering, and the county publishes a Licensed Sewer Builders List of the firms that hold one. The $80 amount comes from the County Code itself rather than from a fee-schedule page, which is why it is stated with an ordinance date: §705.06(A) provides that 'Effective January 1, 2026, the Cuyahoga County sewer permit fees, inspection fees, overtime/holiday/weekend inspection fees, and contractor license fees shall be as follows: 2026 Sewer Permit & Inspection Fee Rate Schedule', and then prints the schedule in the ordinance text, with the contractor's license fee at $80. That section was enacted by Ordinance No. O2025-0008 on 9 December 2025, effective 10 December 2025, and the separate 2026 Sewer Permit & Inspection Fee Rate Schedule that Public Works links from its Permits and Licenses page matches it line for line. One forward-looking clause is worth diarising: §705.06(B) provides that 'Effective January 1, 2027, the Director of Public Works may increase the fees described in paragraph A of this Section no more frequently than once every 12-month period by an amount not to exceed the cumulative percentage increase in the Consumer Price Index (CPI) from the last year in which the fees were increased where such increase in the CPI exceeds two percent (2.0%), provided that such fee increase shall not exceed five percent (5%) per year,' so the 2026 figures are settled for 2026 but a capped increase becomes possible from the start of 2027. Public Works also makes the layering explicit: 'Obtaining the required plan approvals and service connection permits from the Cuyahoga County Department of Public Works does not relieve a contractor from the responsibility to obtain local permits and/or utility company approvals.' Permit coordination is on 216-443-8209 and plan review on 216-443-8205.
CCBH Plumbing Contractor Registration
A plumbing contractor working in the part of Cuyahoga County that CCBH covers registers with CCBH each calendar year in addition to holding a state license. The $100 registration fee appears in two current CCBH documents that agree with each other: the fee sheet CCBH links as 'Plumbing Program Fees', headed 'PLUMBING PROGRAM FEES / Effective July 1, 2012', and the 2026 CCBH Plumbing Contractor Registration Application Form, uploaded in December 2025, which reprints it for the 2026 registration year. The 2012 heading is the date of the scheme rather than of a lapsed document: the authorising instrument, the CCBH Plumbing Regulation, carries the same 'Effective 7.1.2012, Amended 9.1.2012' line and leaves the amounts to the Board under §7.3, and the figures are reprinted on CCBH's 2026 forms. Registration is not the only condition — the 2026 form requires that 'Applicant must submit a $25,000 CCBH Plumbing Contractor Registration Bond', that 'Applicant must provide a certificate of liability insurance showing the Cuyahoga County Board of Health as insured or as an additional insured entity', and that 'Applicant must provide proof of current plumbing contractor's license issued by the Ohio Construction Industry Licensing Board' — and it collects the named signatory agents authorised to act for the company. A returned cheque is charged at $10. Where this registration bites is narrower than the county: CCBH states that 'Through our plumbing program, we oversee work conducted in nine local communities', and its programme page splits them by work type — residential plumbing work in Olmsted Township and Chagrin Falls Township, and commercial plumbing work in Linndale, Olmsted Township, Valley View, Bentleyville, Chagrin Falls, Chagrin Falls Township, Gates Mills, Hunting Valley and Moreland Hills. The Regulation supplies the rule that makes those lists fit together: §1.1 applies it in communities 'within the jurisdiction of the Cuyahoga County Board of Health' and provides that 'This regulation shall not apply to those municipal jurisdictions who exercise enforcement authority for plumbing.' Regulation §3.1 exempts an owner of a single-, two- or three-family dwelling who resides or intends to reside there and does the work in that same dwelling.
Sewage Treatment System Contractor Registration (installer, service provider, septage hauler)
A contractor who installs, services or hauls from sewage treatment systems registers with the Cuyahoga County Board of Health for each year and for each role performed. CCBH states the rule from the state code on the face of its own form: 'All persons performing duties as a sewage treatment system installer, service provider, or septage hauler shall be registered with each Local Health District where they will be working (OAC 3701-29-03)' — so a firm working across county lines registers in each district, and a firm doing two of the three jobs pays $160 twice. The amounts are printed on CCBH's 2026 Application for Sewage Treatment System Contractor Registration, uploaded in December 2025, at $160.00 per registration type with a further $50.00 for each septage hauler vehicle permit. Registration is conditional on a substantial evidence pack rather than payment alone: the certificate of passing the required Ohio Department of Health examination, 'Proof of General Liability Insurance (not less than $500,000.00)', proof of a statewide surety bond, proof of qualifications to service proprietary systems and components, a letter naming the systems to be serviced including any registration to conduct point-of-sale inspections, 'Proof of completion of a minimum of 6 CEU hours approved by ODH', and a Septage Hauler Truck Inspection Report for each vehicle. Registrations expire on 31 December each year, so a firm starting late in the year renews within months rather than getting a rolling twelve months. This registration is about sewage treatment systems and is distinct from both the CCBH plumbing contractor registration and the Public Works sewer contractor's license, each of which a contractor may also need.
Commercial Trade Contractor License
Ohio does not license general contractors. The state board covers five commercial trades only — electrical, HVAC, hydronics, plumbing and refrigeration — and everything else, including residential and general contracting, is regulated by the local building department, which may nonetheless insist on this state license for residential work. The license is a master license held by a person, not a company: it must be assigned to one contracting company, cannot be used under a trading name, and requires $500,000 of liability cover plus five years' trade experience and a passing exam. Fees are per trade, so a contractor holding two pays twice. Continuing education is eight hours a year, or twenty-four across a three-year cycle, and half the electrical hours must be code courses. Let it lapse more than a year and you reapply and retest.
The other 2 local permits in the tables apply to every type of business in Cuyahoga County, OH; what each one involves is set out on the Cuyahoga County permits page. The 2 state-level registrations apply to every type of business across OH and are covered on the OH state page.
