Business licenses and permits in Nassau County, New York
Nassau County is almost entirely incorporated — 2 cities (Long Beach, Glen Cove), 3 towns (Hempstead, North Hempstead, Oyster Bay) and 64 villages inside those towns — and building permits, zoning and construction-code enforcement are a town, city or village function everywhere in the county, including unincorporated hamlet land; the County's own Building and Zoning Permits page refers applicants to their city, town or village for building permits. Two county agencies do reach essentially every address regardless of municipal line: the Nassau County Department of Health (food service, temporary food, on-site sewage, swimming pools and bathing beaches, indoor tanning) and the Nassau County Fire Marshal's Office, which enforces the county Fire Prevention Ordinance countywide by default except where a city or village — confirmed for Glen Cove — has created its own bureau of fire prevention and taken over local enforcement. The Department of Consumer Affairs licenses a short, named list of specific trades countywide (Home Improvement Contractors, Health Club Operators, Locksmiths, Pet Grooming, Scrap Metal Processors/Vehicle Dismantlers/Junk Dealers, and roughly a dozen more) rather than a general business license; its Licensing & Registrations page lists only those named categories. A sole proprietorship or general partnership trading under a name other than the owner's files a Certificate of Assumed Name with the County Clerk instead of the state. Childcare licensing (NYS OCFS), salon and cosmetology licensing (NYS Dept. of State), veterinarian licensure (NYS Education Dept.), auto repair shop registration (NYS DMV) and liquor licensing (NYS Liquor Authority) are all state functions, none of them among the Department of Consumer Affairs' listed categories, and are carried at the state level rather than here.

What do these permits involve in Nassau County?
Fire Prevention Ordinance Permits (fire alarm, tent, sprinkler ITM, mercantile compliance)
A commercial premises in Nassau County — any of the ten target industries with a physical location — falls under the Fire Prevention Ordinance's mercantile rules (for example, the ban on extension cords replacing permanent wiring and the requirement for annually witnessed emergency lighting tests) and needs specific permits when it installs a fire alarm system ($90 per 3-year term, the one figure independently corroborated on the Fire Marshal's own fee page), erects a commercial tent, has its sprinkler system serviced by a contractor holding a Type 1 or Type 2 Certificate of Fitness, or operates a food truck using LP gas for cooking (subject to a 200-pound aggregate cap and NFPA 58 compliance under the Fire Marshal's Food Truck Bulletin). Countywide enforcement of this ordinance is the default under NCFPO §1.4.1, but is not uniform in every municipality: any city or village may create its own 'bureau of fire prevention' and take over local enforcement, and Glen Cove has done so — its Municipal Code (Ch. 147) has the Mayor appoint a City Fire Inspector who enforces fire-prevention law there instead of the county Fire Marshal's Office. Long Beach runs its own Fire Department and Board of Fire Commissioners, though no separately created 'bureau of fire prevention' under §1.4.1 appears in its municipal code. The remaining 64 villages were not individually checked for the same carve-out; a business anywhere in the county should ask its own village clerk or fire department which office issues its fire-prevention permits before assuming the county Fire Marshal's Office is the enforcing authority at that address. Detached one- and two-family dwellings and townhouses of 3 stories or fewer are exempt, being regulated instead under the NYS Residential Code.
Building Permits and Zoning Approval — Issued by Towns, Cities and Villages (Nassau County)
Nassau County's own Building and Zoning Permits page tells applicants to 'call your city, town or village directly' for building permit information and links to municipal permit pages, and the County charges no fee for a building permit of its own. Building permits, zoning approvals and construction-code enforcement are a town, city or village function, including on unincorporated hamlet land within the 3 towns — for example, the Town of North Hempstead's own Department of Building, Safety, Inspection & Enforcement issues building permits in that town's unincorporated area. Nassau County's own role is narrower: subdivision-approval jurisdiction over unincorporated land in the 3 towns, and an advisory '239-F' referral review the county Planning Commission performs when a town, city or village proposes certain zoning changes near a county facility or boundary — a review function, not a permitting one, and it creates no direct business obligation. A business in any of the ten target industries gets its building permit or certificate of occupancy from its own town, city or village building department.
General Business License — Nassau County Consumer Affairs Position
The Department of Consumer Affairs' Licensing and Registrations page enumerates the businesses it licenses under the Nassau County Administrative Code — from automated teller machines and dry cleaners to locksmiths, pet groomers and storage warehouses — so county-level licensing is category-specific, not a general business license. The department does maintain a notarized 'Business License Application' intake form — proof of residence, proof of business location, and for out-of-state applicants a Certificate of Authority to do business in New York, an in-state contact person and a Disclosure Form — but that form is how an applicant enters one of the department's named licensed categories (Home Improvement, Health Club Operator, Pet Grooming, Locksmith and the rest), not a standalone license every business needs regardless of trade. Because the department's page lists only those named categories, there is no county business-license fee for a restaurant, coffee shop, retail store, salon or veterinary practice outside them; such a business's county obligations come from the Department of Health, the Fire Marshal's Office, or whichever of the specific Consumer Affairs categories its trade falls into, each recorded separately for Nassau County.
County Clerk Certificate of Assumed Name (DBA)
A sole proprietorship or general partnership operating in Nassau County under a trade name other than the owner's own legal name — a 'doing business as' or DBA name — must file a Certificate of Assumed Name with the Nassau County Clerk's Office, Division of Business Names, at 240 Old Country Road, Room 107, Mineola. The filing fee is $35.00, which includes a $10 charge for two certified copies of the filed certificate. This is a public-record filing, not a regulatory license: there is no inspection, no approval process tied to the type of business, and no risk of denial based on the trade itself. A corporation or LLC does not use this county filing; it registers its business or trade name with New York State instead. A business operating strictly under its own legal name, or as an incorporated entity, has no obligation under this record.
On-Site Sewage Disposal System Plan Approval / SPDES Coordination
Nassau County is overwhelmingly served by public sanitary sewers, and where public sewer is available the County Health Commissioner can order a property to connect to it. On-site sewage disposal system plan approval from the Nassau County Department of Health applies only to a commercial facility not connected to public sewer, and only where its design flow reaches 1,000 gallons per day or more — a small minority of Nassau County commercial sites, mostly isolated properties in far-eastern unincorporated pockets of the county. Special Groundwater Protection Areas under Article X of the Public Health Ordinance add further development-density and discharge limits in the areas they cover, layered on top of, not instead of, the sewage-disposal plan-approval requirement. A business connected to public sewer — the case for the large majority of Nassau County commercial addresses — has no obligation under this record at all.
