Commercial Building Permit & Certificate of Occupancy
The City's own 'Additional Inspection Information' page states the certificate of occupancy is issued by the building official directly in the field, typically within 24 hours of a passing final building inspection, and names no fee; neither the 2016 Schedule of Fees nor the 2017 Development Services fee schedule lists a separate Certificate of Occupancy fee, so it is part of this same permitting and inspection process. Fees for building permits themselves must be paid at application submittal (unlike home occupation and sign permits, which may be paid at approval).
Zoning Certification Letter
This is a standalone product a business can request confirming a property's zoning classification, separate from the internal 'zoning approval' step Development Services performs as part of every Business Registration application. A separate, more involved Zoning Interpretation product, for a specific code-application question, is $67 rather than $35.
Business Registration
Every person engaging in business at a place of business inside Rio Rancho must hold this registration before operating, per RRMC §110.04 — the ordinance's own definition of 'place of business' expressly reaches a construction site, so a contractor without a permanent location in the city still registers, as an Out-of-City registration, at the identical $35 fee (per the City's own Out-of-City Business Registration page). Review routes through Development Services (zoning approval) and the Fire Marshal's Office (a fire inspection) before the Clerk issues the registration. A business separately licensed under the ordinance's own narrow Business License schedule (auctioneers, pawnbrokers, carnivals, cannabis establishments and similar named trades — none of the ten industries covered here) is exempt from this registration fee under §110.03(A) to avoid paying twice. Business Fire Inspection
Every new business must pass this inspection before the City Clerk issues a Business Registration, and the Fire Marshal's Office re-inspects existing businesses on an annual cycle scheduled 'as close to the same month as the year before,' per the Fire Marshal's own page.
