What do these permits involve in Raleigh?
Sign Permit
The City of Raleigh Development Fee Guide lists the sign permit for electrical, permanent or special-event signs at $383 per sign for a commercial sign and $285 per sign for a residential sign, required before signage is installed as specified in UDO Section 7.3. The guide notes that a separate electrical permit fee may apply, so an illuminated sign can also need an electrical permit.
Periodic Fire Inspection
Every tier of this fee rose from the prior year's rate, capped at a 10% annual increase under the city's own cost-of-service policy. A re-inspection is a flat $90, and a separate maintenance-of-safeguards inspection for fire and life safety systems is $114.
Certificate of Occupancy
A new building cannot legally be occupied until this certificate issues, following approval of every required inspection.
Commercial Building Permit
A Commercial Alteration Level 2 permit runs 50% of the calculated building permit fee, and a Level 3 alteration runs 75%. Both percentages are listed in the City of Raleigh Development Fee Guide, which defines a Level 3 alteration as one where the work area exceeds 50% of the building.
General Business License — City of Raleigh position
No fee. The City's Starting a New Business page states that, effective July 1, 2015, the City of Raleigh no longer requires a business license to operate a business within the Raleigh city limits, because the North Carolina General Assembly passed House Bill 1050, which eliminated the authority of municipalities to levy a business license tax. The same page says other local licenses and permits may still be required depending on the nature of the business, and directs owners to Revenue Services at 919-996-3200.
