Home Occupation Permit (unincorporated county)

A business run from a home in unincorporated Cabarrus County needs a $250.00 Home Occupation Permit from the Zoning Division. Development Ordinance Chapter 7, section 27 (Home Occupation, General) lists occupations allowed at home, among them 'One Chair Beauty or Barber Shop', 'Daycare with Eight Children or Less (See NCGS §110-86)', 'Home Based Food Business (Low-Risk Packaged Foods as defined by NC law only)' and 'Mail Order Business or On-line Order Business, order taking only, no stock in trade'; the use may not exceed 25% of one floor of the principal building, allows no more than one nonresident assistant and no outdoor storage. Section 28 (Home Occupation, Rural) allows the use in one accessory building and adds 'Auto Repair Work - Permitted as PBS in Agriculture/Open only', 'Building Contractor's Storage Yard Including Electrical, Plumbing, & Mechanical' and 'Landscape Contractor', with building size and employee limits set by parcel acreage. The figures are as published in the Cabarrus County Planning and Zoning Fee Schedule, which states on every page 'Approved by CC BOC on April 22, 2025 with July 1 2025 Effective Date'. The fee-change table in the county's FY 2027 Adopted Budget lists changes only to the landfill tipping fee and two library fees. The Zoning Division page states: 'The Zoning Division is responsible for current zoning activities and ordinance enforcement in the unincorporated areas of Cabarrus County.' Each town or city in the county runs its own zoning.

General Contractor License

North Carolina does license general contractors, and the threshold is the number to know: the license is required where the cost of the undertaking is $40,000 or more, so smaller jobs need none. Three tiers cap the single project you may take — $750,000 limited, $1,500,000 intermediate, unlimited above — and each carries a financial test that dwarfs the application fee: working capital of $17,000, $75,000 or $150,000, or a surety bond of $175,000, $500,000 or $1,000,000 instead. Renewal also needs proof of continued financial responsibility and eight hours of continuing education a year, two of them a mandatory board course. Late renewal costs $10 for every month or part after 1 January. Lose your qualifying individual and you have ninety days to replace them, during which you may not bid or take new work; let the license stay invalid four years and it is archived, the number never reissued, and you start again with a new application and a new exam.

The other 7 local permits in the tables apply to every type of business in Cabarrus County, NC; what each one involves is set out on the Cabarrus County permits page. The 5 state-level registrations apply to every type of business across NC and are covered on the NC state page.
