Business licenses and permits in Jackson County, Missouri
Jackson County, Missouri, seat Independence as assigned, issues food permits through Environmental Health, and issues building, commercial trade, zoning, conditional use and on-site wastewater permits through the Public Works Development Division. The Development Division's building and trade permits apply to the unincorporated area of the county. Environmental Health's food permits cover the unincorporated area and the incorporated cities its scope statement lists. Each incorporated city and town in the county runs its own business license and permit regime that stacks on the county's records. Independence states that each business operating or providing a service in Independence is required to have a City Occupation License, and Lee's Summit states that a business license is required to operate any business in Lee's Summit. Neither city's fee is recorded on this page. A business inside any city limit should also check that city's own licensing and permit requirements. The population of 727,362 is the 2024 figure supplied with the assignment and was not re-checked against a Census Bureau table for this build.

What do these permits involve in Jackson County?
Commercial Building Permit and Plan Review (Valuation Fee)
Chapter 54 section 5410 sets the building permit fee by the fair market value of the work, using the valuation data in the International Conference of Building Officials standard publication, and section 5410.1 prints the fee table above. The band from $500,001.00 to $1,000,000.00 is printed with a garbled upper limit in the code text and is not reproduced in this table; section 5410.1 of Chapter 54 is the source. Section 5410.2 adds a plan review fee of 65 percent of the building permit fee, which does not apply to a single family dwelling, detached garage, utility shed, pole barn, open carport, mobile, modular or manufactured home, swimming pool or deck unless the building official finds the documents are incomplete, changed or more complex. Section 5410.1 doubles the permit fee for unauthorized work. The code adopts the 2018 International Building Code and 2018 International Residential Code.
On-Site Wastewater (Septic) Disposal Permit, New or Replacement
Section 24001.11(a)(12) of the Unified Development Code states that 'The fee for new construction or replacement on-site wastewater disposal permit is two hundred fifty dollars ($250).' The record applies to a business served by an on-site septic system rather than a public sewer. A business connected to a public sewer needs no septic system permit. The Unified Development Code also sets a separate evaluation fee for an existing system, which is recorded as its own record.
On-Site Wastewater System Evaluation (Existing System)
Section 24001.11(a)(12) of the Unified Development Code states that 'The permit fee for evaluating an existing on-site wastewater disposal system shall be one hundred dollars ($100).' The evaluation applies to a septic system already on a property, such as one that serves a business building without a public sewer connection. The fee is separate from the $250 fee for a new or replacement on-site system, which is recorded as its own record.
Zoning and Development Rules, Unincorporated Jackson County
Section 24001.4 of the Unified Development Code states that its provisions 'shall apply to all land, property and development in the unincorporated area of Jackson County.' A business located in the unincorporated area is therefore subject to the code's zoning and development rules, and the Public Works Development Division administers them. The section sets no fee; the zoning fees for conditional uses and on-site wastewater are recorded as their own records. A business inside the limits of an incorporated city is outside this scope and follows that city's own zoning rules.
Commercial Sign Permit
The Unincorporated Jackson County Building Permits packet, dated January 2025, lists the Commercial fee for a Signs permit at $150. The Residential column of the same table lists $100 and is not used. The record covers a sign on a business's own premises. The Unified Development Code prices off-premise signs, which advertise a business located elsewhere, under a separate section, and those fees are not recorded here.
Conditional Use Permit Application
Section 24001.11(a)(3) of the Unified Development Code states that 'The fee for a conditional use application is three hundred fifty dollars ($350).' The Unified Development Code requires a conditional use permit, under section 24003.21, for a use that a zoning district lists as a conditional use. The record therefore applies to a business only where its use is listed as conditional in its district. The Unified Development Code sets the conditional uses for each district, and this record does not list them. The fee is not waived or refunded, and costs beyond the filing fee are billed to the applicant under section 24001.11(a).
