How much does it actually cost to permit a contractor or trade in Worcester?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 9 records listed for a contractor or trade in Worcester, MA, 3 apply to every business of this type and 6 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 3 that always apply, 2 carry a flat fee, coming to $150.00. That is a floor, not a total. 3 of the 9 are charged as a range or a formula set by the issuing agency, and 1 has no fee published at all. The ones particular to this business that vary:
Home Improvement Contractor Registration: $250–$650 initial — a $150 fee plus a guaranty fund payment of $100 to $500 by headcount
The other 2 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Worcester permits page and the MA state page.

What does a contractor or trade need in Worcester that other businesses do not?
2 of the 2 permits particular to a contractor or trade here apply to no other business type we cover in Worcester: Home Improvement Contractor Registration and Construction Supervisor License.
Home Improvement Contractor Registration
Required of anyone who solicits, bids on or performs contracting work on an existing owner-occupied residential property of one to four units, which is most residential remodelling. The guaranty fund payment is separate from the fee and banded by staff: $100 up to three employees, $200 to ten, $300 to thirty and $500 above. Renewal is $100 every two years — but let it expire and you reapply from scratch at $150 plus the guaranty fund payment all over again, so lapsing can cost six times what renewing does. Paper applications and certified cheques are no longer accepted at all. A contractor trading under a name other than its own must supply the municipal business certificate, and an out-of-state company must complete foreign registration with the Secretary of the Commonwealth first.
Construction Supervisor License
This is the credential that lets a permit be pulled, and it is not the same thing as home improvement contractor registration — the state says so in terms and warns that the two are not interchangeable. The first license runs three years and every renewal two, which is an unusual asymmetry. Before the license there is a $23 application and an exam at $75 for the unrestricted or restricted paper and $65 for a specialty, none of it refundable, and the license must be claimed within a year of passing. Practising on an expired license is prohibited outright; you may renew up to a year late without penalty, a further year for $100, and beyond two years you retake the exam. Specialty categories cover masonry, roofing, windows and siding, demolition, solid fuel appliances and insulation, each with a narrow scope — a masonry license does not permit building a masonry building. Testing moved to the tenth edition of the building code on 1 January 2025, so older study material is obsolete.
The other 3 local permits in the tables apply to every type of business in Worcester, MA; what each one involves is set out on the Worcester permits page. The 4 state-level registrations apply to every type of business across MA and are covered on the MA state page.
