What does a contractor or trade need in Allen County In that other businesses do not?
3 of the 3 permits particular to a contractor or trade here apply to no other business type we cover in Allen County In: Contractor License and Registrations (Allen County Building Department), General Contractor, Electrical and HVAC Licensing — State of Indiana Position and Plumbing Contractor License.
Contractor License and Registrations (Allen County Building Department)
The Allen County Building Department's Contractor Licensing page states: "All Contractors and Sub-Contractors must be licensed in Allen County." The same page says a contractor obtains the license either by reciprocating a license from another jurisdiction or by being sponsored by Allen County to take an exam at an approved testing facility, and lists a superintendent registration form and the renewal portal. The fees are set by Allen County Code Title 6, Article 10, Building Department Fee Schedule, adopted by the Board of Commissioners on December 12, 2025 and effective January 1, 2026, as recorded in the Commissioners' minutes of December 12, 2025 (item 3.i). Chapter 1 of that schedule charges $90 a year for a General, Building, Residential or Home Improvement contractor and for every subsidiary class (carpentry/framing, concrete, demolition, drywall, masonry, roofing, siding/windows/doors), every ancillary class and a sign contractor, with $25 for each superintendent registration. A Regional/National Account Contractor registers for $250. Electrical, HVAC and non-sanitary contractors pay $90, supervisors $25, journeymen $15 and apprentices $10, and the sanitary plumbing contractor registration follows the same $90/$25/$15/$10 steps. Exam sponsorship costs $25. The ordinance's recitals note that the Building Department Board which formerly set these fees was eliminated in 2024. Building Department: (260) 449-7131.
General Contractor, Electrical and HVAC Licensing — State of Indiana Position
There is no state fee to record here. The State of Indiana's Business Owner's Guide states that the only construction contractors licensed by the State of Indiana are plumbers, and that contractor licensing for everyone else is a local option that varies by city and county. The Professional Licensing Agency's professions page lists about forty regulated professions, and that list names no general contractor, builder, remodeler, roofer, electrician or HVAC license. Among construction trades, the professions title of the Indiana Code (title 25) has articles only for plumbers, water well drilling contractors and manufactured home installers. The state adopts an electrical code, but adopting a code is not licensing anyone. Everything therefore turns on the city or county, and a contractor crossing municipal lines can need several licenses.
Plumbing Contractor License
Plumbing is the only construction trade Indiana licenses, so this record carries more weight than its size suggests. The initial issuance fee is halved in an odd-numbered year because every license expires on 31 December of an odd year, so a license bought in an even year buys only about one year of validity. A journeyman pays $30 to renew and an apprentice $10 a year. Indiana offers no plumbing reciprocity with any other state for either journeyman or contractor. The trades Indiana does not license are the notable part — see the separate record.
The other 3 local permits in the tables apply to every type of business in Allen County In, IN; what each one involves is set out on the Allen County In permits page. The 4 state-level registrations apply to every type of business across IN and are covered on the IN state page.
