Business licenses and permits in Winnebago County, Illinois
Winnebago County, Illinois, seat Rockford, regulates businesses at two levels. The Winnebago County Health Department permits food establishments, mobile food units and temporary food establishments throughout the county, inside cities and villages as well as in unincorporated areas, under County Code Chapter 50, Article III (Food Code), whose fees the County Board amended on March 26, 2026. For premises in unincorporated Winnebago County, the County Liquor Control Commission approves county retail liquor licenses, which the County Clerk issues (Code Sec. 6-42 applies them outside city and village limits); the Community Development Department's Building Division issues building permits; and its Planning & Zoning Division issues zoning clearances. The Planning & Zoning page states that within village and municipal limits the governing village or municipality provides the planning, zoning and subdivision service. The Building Division page lists building services for the Villages of Cherry Valley, Durand, New Milford, Rockton and Roscoe and the City of South Beloit, where fees are set by intergovernmental agreement under Exhibit A §6C of Ord. 2016-CO-073. The county's municipalities are the Cities of Loves Park, Rockford and South Beloit and the Villages of Cherry Valley, Durand, Machesney Park, New Milford, Pecatonica, Rockton, Roscoe and Winnebago; each runs its own municipal licensing and permits, which stack on the county Health Department's food permits. The State retailer liquor license from the Illinois Liquor Control Commission is required in addition to any county or municipal liquor license. The population figure of 283,790 is the U.S. Census Bureau's vintage-2024 county estimate.
