Commercial Plan Review (Building)

Exhibit A §5C of Ord. 2016-CO-073 sets the Building Division's commercial plan review fee for unincorporated Winnebago County. A project under 10,000 square feet pays the greater of $45 or $0.06 per square foot; a project of 10,000 square feet or more pays $45 minimum or $0.03 per square foot. Partial reviews are $45 flat, and the schedule adds no processing fee to plan review. Figures are as adopted in Ord. 2016-CO-073 Exhibit A (adopted August 11, 2016, effective October 1, 2016) and Ord. 2019-CO-049 (adopted May 23, 2019); the county's Permits & Forms page notes that fees are subject to change by County Board action. A business building out commercial space in unincorporated Winnebago County pays this review alongside its building permit.

Building Permit (Unincorporated Winnebago County)

The Community Development Department's Building Division issues building permits in unincorporated Winnebago County. Each application carries a $40.00 processing fee per trade plus the permit fee. Commercial structural and re-roof fees follow the Structural Valuation Table, which starts at $40 for a valuation of $1 to $3,999 and reaches $1,594 at $270,000 and $5,974 at $1,000,000. Commercial demolition is $60 or $120, commercial electrical $25 flat for four circuits or less or $6.00 per circuit for five or more, signs $0.25 per square foot plus $25 wiring when illuminated, a re-inspection $40, and a Temporary Certificate of Occupancy $100. Exhibit A states that "Building Permits are NOT inclusive of zoning permits when/if required".
