About each permit

County Retail Liquor License (Unincorporated Winnebago County)

Sec. 6-42 of the Winnebago County Code requires a county retail liquor license to sell alcoholic liquor at retail in Winnebago County outside the limits of its cities and villages. Sec. 6-4 makes the County Board Chairman and two Board members the Liquor Control Commission, and the County Clerk's page states that the commission approves applications at a hearing and the Clerk issues the license. Sec. 6-43(f) sets a $1,000 nonrefundable application fee for an initial license or a location transfer. Under Sec. 6-53 the annual fee is $1,680 for Class A ($1,860 when package sales are not behind or adjacent to the bar; at most 45 licenses), $600 for Class C beer and wine (at most 10), $1,680 for Class D (at most 20), $300 for Sunday sales and $120 for each additional bar. Class D licensees "sell at retail … in original and unbroken packages" and "shall not allow alcoholic liquor to be consumed on the licensed premises". Class K catering is $250 plus $60 per catered event (at most 25) and requires "a Risk 3 food permit issued by the Winnebago County Health Department". Licenses expire April 30 (Sec. 6-48), and Sec. 6-54 reduces the annual fee to one-half or one-quarter for a license issued in the last six or three months of the license year. Figures are as published in the Winnebago County Liquor Ordinance linked from the County Clerk's liquor license page (fees last amended by Ord. 2010-CO-38, April 22, 2010). The State retailer license is required as well.
