What does a contractor or trade need in Escambia County Fl that other businesses do not?

3 of the 3 permits particular to a contractor or trade here apply to no other business type we cover in Escambia County Fl: County Contractor Certificate of Competency (Local Contractor License), Registration of State-Certified Contractors with Building Services and Contractor License.

County Contractor Certificate of Competency (Local Contractor License)

County Code Sec. 18-36 makes it unlawful to engage in the business of or act as a contractor in Escambia County without being duly certified or registered as required under F.S. Ch. 489, and Sec. 18-76(b) requires contractors who are not state-certified to obtain a certificate of competency from the Contractor Competency Board, either by examination or by showing an equally stringent license from another Florida county or municipality, and to carry public liability and property damage insurance for an active certificate. The county's Contractor Licensing page states that the Contractor Competency Board and Board of Electrical Examiners provide countywide certification and registration of contractors and countywide certification of journeymen. The Application for Examination packet requires a notarized application, photo ID, experience verification and $150.00 for application processing; after board approval the applicant must pass a trade exam and a Business & Law exam, each at 75 percent, through Prov or Prometric, then pay the Initial Certificate of Competency fee. The fees above come from the fee schedule linked on the Contractor Licensing page, which is dated as revised 07/13/11 under Fee Resolution R2003-9; Sec. 18-82 has the board collect fees in amounts set by Board of County Commissioners resolution. Under Sec. 18-80(a), a certificate issued on or after March 1, 2011 expires 365 days after issuance, and failing to renew during the month of expiration makes it invalid. Sec. 18-81 requires the certificate before the Tax Collector issues the business tax receipt. Contractor Licensing: 3363 West Park Place, Pensacola (850-595-3550, option 4).

Registration of State-Certified Contractors with Building Services

County Code Sec. 18-33(a) exempts contractors certified by the state Construction Industry Licensing Board from county certification, but requires them to "provide their names, state licenses, business addresses, telephone numbers, and required proof of insurance to the county contractor competency board for inspection." The Building Services Licensing Division's State-Certified Contractor Registration Form (Revised 03/16/2026) lists what to file: a copy of the current DBPR license certificate, government-issued photo ID, certificates of insurance for general liability and for workers' compensation (or a qualifier's exemption card), a copy of the business tax receipt for the home office location, the county's Hold Harmless Agreement and its Letter of Authorization form, which the contractor completes if someone else will pull permits or call for inspections. The form states that power of attorney cannot be accepted and that physical signatures are required. Its insurance page (Revised 10/17/2024) sets minimums of $100,000 liability and $25,000 property damage for plumbing and gas; $100,000 bodily injury per person or $300,000 aggregate and $500,000 property damage for electrical; $300,000 liability and $50,000 property damage for general and building contractors; and $100,000 liability and $25,000 property damage for all others, with the certificate sent to the county directly by the insurer. Licensing Division: 3363 West Park Place, Pensacola (contractorlicense@myescambia.com).

Contractor License

The two routes cost the same to keep and differ sharply at entry: certification is $335 for application and examination, registration is $100. What you get differs too — a certified license works anywhere in Florida, while a registered one is valid only where you hold local competency approval, so the cheaper route can cost more in practice if you work across county lines. Qualifying a business organisation is a separate license again at $50, with its own $50 biennial renewal, and it is the piece most often missed. An inactive license renews at $50. Letting a license go null and void costs $100 to reinstate, and a delinquency fee is $25.

The other 3 local permits in the tables apply to every type of business in Escambia County Fl, FL; what each one involves is set out on the Escambia County Fl permits page. The 6 state-level registrations apply to every type of business across FL and are covered on the FL state page.
