How much does it actually cost to permit a food truck in Imperial County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 15 records listed for a food truck in Imperial County, CA, 5 apply to every business of this type and 10 are conditional. Which offices issue these permits in Imperial County?

Permits for a food truck in Imperial County, CA come from 7 separate offices: Imperial County Treasurer-Tax Collector, Licensing Division, Imperial County Public Health Department, Environmental Health Division, Imperial County Planning & Development Services, California Department of Public Health, Food and Drug Branch, California Secretary of State, Business Programs Division, California Department of Tax and Fee Administration, California Franchise Tax Board. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a food truck need in Imperial County that other businesses do not?

1 of the 5 permits particular to a food truck here applies to no other business type we cover in Imperial County: Mobile Food Facility Annual Health Permit.

Mobile Food Facility Annual Health Permit

Environmental Health's Mobile Food Units page states that 'Mobile food permits are required for all mobile food units operating in Imperial County, before operations are begin to sell or provide foods or beverages to the consumers', and that 'no permit may be issued until the facility demonstrates compliance with the required standards.' The annual fee depends on the type of unit: $459.00 for a processing unit, $375.00 for limited food preparation, $330.00 for a non-processing unit and $345.00 for a support unit, each marked '(not prorated)'. Fees are as published on the Environmental Health Fees page, effective January 1, 2024; the page's ordinance text says 'Fees can be adjusted annually utilizing Consumer Price Index (CPI)'. Plan review applies to mobile food facilities and support units (see the Environmental Health plan review record). Under County Code §8.02.100, a mobile food facility posts its letter grade or inspection score card next to the pass-out window.

Temporary Food Facility (TFF) Health Permit and Community Event Organizer Permit

Environmental Health's Temporary Food Facilities page states that 'All food vendors, including existing restaurants, are required to apply for a Temporary Food Facility Permit when participating in a temporary event.' The vendor's fee depends on the length of the permit, whether the vendor is for-profit or non-profit, and, for 6-month and 12-month permits, whether the food is commercially prepackaged or unpackaged. The event organizer pays a separate Community Event Organizer Permit of $25.00 per food vendor, and a late submittal adds a $75.00 expedited processing fee on top of the permit fee. Fees are as published on the Environmental Health Fees page, effective January 1, 2024; the page's ordinance text says 'Fees can be adjusted annually utilizing Consumer Price Index (CPI)'. A restaurant or food truck that already holds an annual permit still needs this permit to sell at a temporary event.

Food Handler Card

The state does not sell the card and sets no fee of its own — it caps the market instead. At least one accredited course and examination must cost no more than $15 including the card, and if no course is available at that price the requirement does not apply at all. A handler has 30 days from hire to obtain one, it lasts three years, and it travels with the person rather than the employer. Since Senate Bill 476 the employer must treat the training and examination as paid working time, relieve the worker of other duties while they do it, reimburse the cost, and may not require a card as a condition of being hired. The exemptions are broad: grocery and convenience stores, school cafeterias, certified farmers' markets, licensed health care facilities, and any workplace covered by a collective bargaining agreement with its food handlers. Riverside, San Bernardino and San Diego counties run their own card programmes under a pre-2009 carve-out and charge their own fees. Do not confuse this with the separate food safety MANAGER certification, which is one certified person per facility and lasts five years.
