How much does it actually cost to permit a food truck in Maricopa County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 15 records listed for a food truck in Maricopa County, AZ, 6 apply to every business of this type and 9 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 6 that always apply, 2 carry a flat fee, coming to $951.00. That is a floor, not a total. 6 of the 15 are charged as a range or a formula set by the issuing agency, and 3 have no fee published at all. The ones particular to this business that vary:

Temporary Food Establishment Permit: Temporary Food Establishment (permit good for 14 days): $249.00. A Temporary Food Establishment Late Fee of $112.00 applies where the application is received fewer than 7 days before the event.

Seasonal Food Establishment Permit: $193–$312 per permit term, by Class

Environmental Health Plan Review Fee: $141–$919 one-time, per plan review, by establishment type

Mobile Food Establishment Permit — Type I: Mobile Food Type I (Class 2), "dispenses commercially processed, individually packaged foods and/or non-time/temperature control for safety (non-TCS) beverages": $290.00 for a permit good for one year. A six-month permit costs half of the one-year fee ($145.00) under Chapter VIII Section 3 Regulation 2.b — a fee-summary rulemaking document marks this six-month line for removal, but the Code's own text still states it, so it is kept here and sourced to Reg. 2.b.

Food Establishment Permit: $144–$1,015 a year, set by the county board of health — there is no state fee

The other 1 variable fee belongs to permits that apply to every type of business here; its formula is set out on the Maricopa County permits page and the AZ state page.

Which offices issue these permits in Maricopa County?

Permits for a food truck in Maricopa County, AZ come from 5 separate offices: Maricopa County Clerk of the Board of Supervisors, Maricopa County Environmental Services Department, Arizona Department of Health Services, Arizona Corporation Commission, Corporations Division, Arizona Department of Revenue. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a food truck need in Maricopa County that other businesses do not?

3 of the 9 permits particular to a food truck here apply to no other business type we cover in Maricopa County: Mobile Food Establishment Permit — Type II, Mobile Food Establishment Permit — Type I and Mobile Food Establishment Permit — Type III.

Temporary Food Establishment Permit

The permit for a single short-run event — a food truck, restaurant or coffee shop selling food at a one-off event rather than from a fixed or mobile permanent location. The Chapter I Fee Schedule adopted August 19, 2026 prices it at $249.00 for a permit good for 14 days, with a $112.00 late fee added when the application arrives fewer than 7 days before the event. It is distinct from the Seasonal and Annual Event permits recorded for Maricopa County, which cover a recurring or longer-running operation rather than a single event. Applies in unincorporated Maricopa County and in any incorporated city or town that has requested MCESD's services; confirm with a specific city whether it has its own health department instead.

Mobile Food Establishment Permit — Type II

Mobile Food Type II (Class 3) 'dispenses food that requires limited handling and preparation,' priced at $341.00 for a permit good for one year in the Chapter I Fee Schedule adopted August 19, 2026. A Type II unit needs plan approval before operating, at a separate Mobile Food Type II Plan Review fee of $306.00, recorded in the Environmental Health Plan Review record. The unit must operate from an approved commissary and keep a commissary visit log. A vendor already approved under a state license may apply with a menu, commissary agreement, toilet-use agreement, unit photos and a route sheet without a further plan review fee or facility inspection. Applies in unincorporated Maricopa County and in any incorporated city or town that has requested MCESD's services; confirm with a specific city whether it has its own health department instead.

Mobile Food Establishment Permit — Type I

The lightest-duty mobile food permit, for a unit that only dispenses pre-packaged food or non-TCS beverages. The Code requires that 'No person shall operate a mobile food establishment without a valid permit issued by this Department,' that 'A separate permit is required for each establishment,' and that permits are 'nontransferable from person-to-person, event-to-event or vehicle-to-vehicle.' The annual fee is $290.00; a six-month permit costs half that ($145.00) under Chapter VIII Section 3 Regulation 2.b, which still states this fee even though a 2026 fee-summary rulemaking table marks the line 'Remove' — the Code's own operative text controls, so the half-year option is kept here. A vendor already approved under a state license may apply with a menu, commissary agreement, toilet-use agreement, unit photos and a route sheet and pay only the permit fee, without plan review or facility inspection, per the county's own Mobile Food Establishments page. Every figure is from the Chapter I Fee Schedule adopted August 19, 2026. Applies in unincorporated Maricopa County and in any incorporated city or town that has requested MCESD's services; the county's own pages tell vendors to 'check with local/city authorities' as well.

Mobile Food Establishment Permit — Type III

The permit for a fully enclosed food truck: 'Mobile Food Type III' is 'an enclosed vehicle-mounted food establishment that prepares, cooks, holds and serves food,' priced at $610.00 for a permit good for one year, unchanged from the 2019 schedule. A Type III unit needs plan approval before operating; the Chapter I Fee Schedule's own row for that review reads 'Mobile Food Establishments $300.00,' and the county's own fee-summary rulemaking table names this identical $300 line 'Mobile Food Type III - Plan Review' — it is the Type III plan review fee specifically, not a generic mobile fee, and is recorded that way in the Environmental Health Plan Review record. Initial permitting is done in the county where the unit's commissary is located, per the county's own Mobile Food Establishments page, and a vendor already approved under a state license may apply for reciprocity without a further plan review fee or facility inspection. Applies in unincorporated Maricopa County and in any incorporated city or town that has requested MCESD's services; confirm with a specific city whether it has its own health department instead.

Food Establishment Permit

The state writes the rules and the counties issue and price the permits — the health department's own licensing menu has no food establishment category at all. The two big counties do not even measure the same thing. Maricopa bands by seating and a four-level risk class, from $373 for a small low-risk operation to $1,015 for a ten-seat-plus class four, and repriced its whole schedule on 19 August 2026, so anything cached before that is wrong. Pima bands by risk class and floor area instead, from $144 to $930, and offers fee reductions of up to a quarter for an active managerial control plan, calorie counts, a food bank programme or a trans-fat-free menu. Plan review is a further $728 to $919 in Maricopa and $480 in Pima. The counties are not even on the same food code — Maricopa adopts the 2017 edition and Pima the 2013.

Food Handler Card

No state fee and no state card — Arizona's statute does not require a food handler card at all. What it does is standardise the training to a named national standard and make a card reciprocal between counties if a county chooses to require one. Maricopa does require one of every food-handling employee, valid three years and bought from a private accredited provider rather than from the county, which charges only for a five-dollar limited-use certificate issued as a disability accommodation. Pima does not require one of every employee: it requires a person in charge on the premises and at least one accredited food protection manager per establishment, and sells an optional thirty-dollar county certificate that it warns is not itself accredited. The one place state law does mandate cards is for a mobile food vendor's employees.
