About each permit

Veterinary Facility License (not found at the county level)

No fee applies. No veterinary-facility license exists in Maricopa County's fee schedule, license list, or Planning and Development ordinance — a failure-to-find across the Environmental Health Code's fee tables, the Clerk of the Board's complete Licenses & Permits list, and the Zoning Ordinance, rather than a county or state statement affirmatively saying the county cannot license one. This is a softer claim than the contractor and child-care absence records in this file, which rest on a specific preemption statute; no comparable preemption statute is published for veterinary practices. The Arizona State Veterinary Medical Examining Board licenses veterinary practices at the state layer. A veterinary practice's Maricopa County obligations, in the unincorporated area, are the Zoning Clearance, Plan of Development where it applies, and Commercial Building Permit recorded elsewhere in this file, and, only where the practice boards five or more dogs that are not individually licensed, the Kennel Permit recorded separately.

General Business License — Maricopa County Position (Unincorporated Area)

Maricopa County states on its own Licenses & Permits page: 'Maricopa County does not issue or require a General Business license for unincorporated areas of the County. If you are located in an incorporated city or town, check with your municipality.' Under that statement the County charges no fee for a general business license. The statement is limited to a 'General Business license' and to 'unincorporated areas' — it does not say the county forbids business licensing elsewhere, and a business inside Phoenix, Mesa, Scottsdale or any other incorporated city or town needs that city's own license. Certain food-establishment and activity permits are still obtained through Maricopa County Environmental Services, recorded separately for Maricopa County. The same page adds that 'the Arizona Department of Revenue provides a Licensing Guide for obtaining business licenses in Arizona' — the state's Transaction Privilege Tax license is recorded at the state layer, not here. The county-level requirements a business actually faces are the Environmental Services food and pool permits, the Planning and Development zoning and building permits in the unincorporated area, and the Air Quality Dust Control Permit, all recorded separately for Maricopa County. Questions: Clerk of the Board, 602-506-3766.

Liquor License — State-Issued, County Review of Unincorporated-Land Applications (Maricopa County)

Maricopa County states on its own Licenses & Permits page: 'Liquor licenses are issued by the Arizona Department of Liquor License and Control. The Maricopa County Board of Supervisors must review liquor license applications for businesses and events located on unincorporated county land,' a review that 'can take 4 to 6 weeks' and includes investigations from the Sheriff's Office, Planning and Development, Treasurer and the Health Departments. Under that page's description the county's role is a review, and there is no county liquor license fee. Special Event Liquor License Applications, Remote Tasting Room Applications and Extension of Premises/Patio Permits are filed with the local jurisdiction first — but only if the location is within unincorporated Maricopa County, since A.R.S. § 4-201(D) routes an application 'outside the corporate limits of an incorporated city or town' to 'the clerk of the board of supervisors,' while § 4-201(B) routes an application inside a city or town to that city's own clerk instead. A restaurant, coffee shop or retail store inside Phoenix, Mesa, Scottsdale or any other incorporated city files with that city, not the county. Clerk of the Board: 602-506-3766.

Salon / Cosmetology License (not found at the county level)

No fee applies. No salon or cosmetology license exists in Maricopa County's fee schedule, license list, or Planning and Development ordinance — a failure-to-find across the Environmental Health Code, the Clerk of the Board's Licenses & Permits list, and the Zoning Ordinance, rather than an affirmative county or state statement of preemption. The Arizona State Board of Cosmetology licenses salons and cosmetologists at the state layer. A pet-grooming business is a different case worth flagging here: the Zoning Ordinance's own KENNEL definition reaches 'commercial breeding, boarding, training, grooming or bathing,' so a standalone grooming shop's real zoning cost is the Special Use Permit recorded elsewhere in this file, not a salon-type license. Separately, the current (August 19, 2026) Environmental Health Code fee schedule no longer contains any pet-shop or mobile-groomer permit at all — a 2026 county fee-summary rulemaking table explicitly marks 'Mobile Pet Shop,' 'Pet Shop,' 'Mobile Pet Groomer/Shop' and 'Pet Shops' as removed from the fee schedule; those permit types existed in the 2019/2024 editions but only an unrelated 'Pet Patio $197' fee remains from that old family today. A salon's Maricopa County obligations, in the unincorporated area, are the Zoning Clearance and Commercial Building Permit recorded elsewhere in this file.
