About each permit
Coffee and Soft Drink Dispensing License (State and County, §40-12-69(b))
ALDOR's Handbook states that the §40-12-69(b) soft drink and dispensing-device license is required for sales of coffee, and the ALDOR Quick Reference lists it as the coffee shop's primary section with §315, §151, §153 and §134 as possible additions. In unincorporated St. Clair County the fee is the under-5,000 and unincorporated row, $16 as a combined state-plus-county total; a coffee shop inside a city pays the tier for that city's Census population band, and the city's own business license stacks on top. A shop that serves prepared food with seating needs the §40-12-151 restaurant license, and a sandwich shop or hot dog stand uses §40-12-153 at $8.50 combined, with a health department certificate required. The Judge of Probate issues the license at the Ashville or Pell City office.
Food Truck Privilege License (State and County, §40-12-91)
The ALDOR Quick Reference Guide (October 2022) lists a food truck under §40-12-91, with §69, §151 and §153 as possible additions depending on the menu, and asks for an authorization letter and a copy of the commissary's food permit from the Alabama Department of Public Health. The Handbook prices §91 at $15 plus the $1 issuance fee, $16 as a combined state-plus-county total. The Judge of Probate issues it at the Ashville or Pell City office. A truck that also sells soft drinks or coffee, or serves a sit-down menu, owes the additional section that fits the menu. The health department food permit is a separate requirement, and each city a truck operates in may require its own business license.
Retail Store License (State, §40-12-315)
A store in St. Clair County buys the §40-12-315 store license through the Probate office. For one store the total is $2, made up of the $1 state amount and a $1 fee; the Handbook states that no license fee is due or payable for the use of any county, so this license has no county portion. Additional stores in a chain cost more under the same section. A restaurant that sells merchandise owes this license in addition to its restaurant license. Licenses run October 1 to September 30 with renewal in October and a 15% late fee after October 31, and any city where the store sits may require its own business license.
Contractor Privilege License (State and County, §40-12-84)
The §40-12-84 contractor license is priced by gross contracts, as a combined state-plus-county total: over $200,000 $376; $150,000 to $200,000 $301; $100,000 to $150,000 $226; $50,000 to $100,000 $76; $20,000 to $50,000 $38.50; $10,000 to $20,000 $23.50; and $5,000 to $10,000 $16. Per the Handbook it is bought from the Judge of Probate of the county of the contractor's principal office, or the county where the contract is performed if the contractor has no in-state office, and payment in one county suffices statewide. The Commission's letter of September 8, 2025 also notes that state regulations requiring contractors to hold appropriate licenses apply. This is separate from the state contractor license issued by the Alabama Licensing Board for General Contractors.
Beauty Parlor License (State and County, §40-12-61)
A beauty parlor or salon in St. Clair County pays $16 for the owner and $6 for each additional operator under the section's all-other-places row, which covers an unincorporated location; the $9 rate applies only in a city of over 60,000. Amounts are combined state-plus-county totals from the ALDOR Handbook (October 2022). The Handbook says the license is needed even when the shop operates from a home. The Judge of Probate issues it at the Ashville or Pell City office. Practitioners are separately licensed by the statewide Alabama Board of Cosmetology and Barbering, and a salon inside a city needs that city's business license in addition.
Barber Shop License (State and County, §40-12-58)
A barber shop in St. Clair County pays $4.75 for the first chair and $3.75 for each additional chair under §40-12-58, as a combined state-plus-county total from the ALDOR Handbook (October 2022). The Judge of Probate issues it at the Ashville or Pell City office, and the license year ends September 30 with renewal due in October. Barbers are licensed by the statewide Alabama Board of Cosmetology and Barbering. A shop inside a city needs that city's business license in addition, and a shop that also offers beauty services owes the §40-12-61 beauty parlor license.
Restaurant Privilege License (State and County, §40-12-151)
A restaurant, cafe, cafeteria or lunch counter in St. Clair County buys this license from the Judge of Probate at the Ashville or Pell City office. The amounts are the combined state-plus-county totals printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022), and a location outside every city uses the section's own all-other-places row: $8.50, $12.25, $16 or $23.50 by seating band. A business inside a city pays the tier for that city's Census population band, and each city also runs its own business license that stacks on this one; Pell City requires a city business license renewed annually. ALDOR's Handbook says a Health Department certificate is required before issuance. The license year ends September 30, renewal is due in October, and a 15% late fee, interest and citations apply after October 31. A restaurant that also sells merchandise owes the retail store license, and one that serves soft drinks from taps or coffee needs the §40-12-69(b) license below.
Garage and Auto Repair Shop License (State and County, §40-12-54)
The ALDOR Quick Reference lists an auto repair shop or garage under §40-12-54, with §53 and §315 as possible additions. The combined state-plus-county fee is $8.50 for the first man and $7.50 for each additional man, and the Handbook says it is needed at each location; it is not needed for a mechanic who works only from a truck at the customer's location. The Judge of Probate issues it at the Ashville or Pell City office. A shop that sells parts over a counter also owes the §40-12-315 store license, and a shop inside a city needs that city's business license in addition. The license year ends September 30 and renewal is due in October.
Veterinary Privilege License (State Only, §40-12-178)
A veterinary surgeon pays the §40-12-178 privilege license, which is $6 in total ($5 plus a $1 fee) and is a state amount only: the statute says no license shall be paid to the county. No veterinary surgeon is required to pay the license tax until he or she has practised the profession for two years. The license is purchased through the Probate office. This is separate from the veterinarian's state professional license issued by the Alabama State Board of Veterinary Medical Examiners.
