About each permit

General Contractor Licensing — Local Jurisdictions (Wyoming)

No state fee applies. The Secretary of State's business FAQ answers 'Is a general contractor license required in Wyoming?' by directing electrical contractors to the Department of Fire Prevention and Electrical Safety and general contractors to 'the local jurisdiction where the construction activity is to take place.' General contractor regulation is therefore a matter for individual cities and counties, several of which, including Cheyenne and Casper, run their own separate contractor licensing programs.

General Business License — Wyoming Position

No fee applies at the state level. The Secretary of State's business FAQ states that, other than registration with the Secretary of State, 'a company may be in need of a specific business license or business permit based on their business purpose,' and directs businesses to the City Clerk's Office in the Wyoming city where they are conducting business for specific licensing and permitting; it names no statewide general business license.

Articles of Organization (LLC)

A hundred dollars — the same figure Wyoming charges to incorporate. A foreign entity's certificate of authority instead costs $150.

Articles of Incorporation

A business that chooses to incorporate files Articles of Incorporation with the Secretary of State's Business Division, and they can be filed electronically — a domestic entity filed online is active immediately, while documents sent by mail are reviewed in the order received, within at most fifteen business days. The fee is $100, identical to the LLC formation fee, while a nonprofit corporation's articles cost $50; expedited service costs $700 for next-business-day or $1,400 for same-business-day filing. Every year afterwards the corporation owes an annual report license tax, due on the first day of the anniversary month of its formation: $60, or two-tenths of one mill on the dollar ($0.0002) of its assets located and employed in Wyoming if that is greater, so an entity with $300,000 or less in such assets pays the $60 minimum.

Plumbing and HVAC Licensing — Local Jurisdictions (Wyoming)

No state fee applies. Among the construction trades, only electrical work is licensed statewide, by the Department of Fire Prevention and Electrical Safety, and the Secretary of State's business FAQ refers contractors to the local jurisdiction where the work takes place. Local jurisdictions fill the gap on their own terms: Cheyenne's own contractor licensing board issues apprentice, journeyman and master plumber licenses and plumbing contractor business licenses, and Casper's community development department separately licenses HVAC-related trades.

Annual Report License Tax

This is a genuine asset-based tax, not a flat fee — most small businesses simply pay the $60 floor, but an entity with substantial Wyoming assets pays more, scaled to its own balance sheet. An entity becomes delinquent the second day of the month after its due date, and is administratively dissolved if still unfiled sixty days after that. A nonprofit corporation instead pays a flat $25.
