About each permit
Retail Fireworks Stand Permit (sellers of consumer fireworks)
This applies only to a retailer or stand that sells consumer fireworks; it is not a general retail requirement. BCC chapter 7.30 applies to the sale of fireworks 'within the unincorporated areas of Benton County' (BCC 7.30.010), and under BCC 7.30.040 the Benton County Fire Marshal issues the permits required by RCW 70.77.260(1) and RCW 70.77.270. BCC 7.30.050 states: 'The fee for a permit under BCC 7.30.040 shall be one hundred dollars ($100.00); provided pursuant to RCW 70.77.311(2) there is no permit fee for applications by religious organizations or private organizations or persons for any permit required to purchase or use consumer fireworks.' A retail sale application includes the state license, site drawings, the applicant's contact details and a letter from the person legally responsible for the property granting permission for the sale; the permit is nontransferable. The Building Division's Retail Fireworks Stands policy (June 9, 2005) restates the $100 fee, makes each permit valid for the thirteen-month period from January 1 of the year of application to January 31 of the following year, and requires the Washington State Fire Marshal stand permit and license, a certificate of insurance naming Benton County as additional insured, a list of fireworks to be sold and a site plan meeting its clearance table. Call the Fire Marshal at 509-735-3500.
In-Home Child Day Care Special Inspection (Fire Marshal and Building Inspector)
A child care business run from a home in unincorporated Benton County receives a combined Building Inspector and Fire Marshal inspection. The Benton County Fire Marshal's 'Policy: In Home Daycare', dated December 29, 2014, is 'applicable only to homes within the unincorporated areas of Benton County'. When the Planning Division receives a child care application, the Fire Marshal reviews it, and the policy states: 'A $65.00 Special Inspection Permit Fee is charged. This fee encompasses both the Building Inspector and the Fire Marshal.' After the permit is obtained from the Building or Planning Division, an inspection date is scheduled. The policy sets emergency escape window standards for rooms where children rest or sleep. The Building Division's current fee page (effective 3-26-25) lists 'Special Inspection/ Extra Plan Review' at the same $65. Call the Building Division at 509-735-3500.
