Liquor licenses in Benton County are issued by the Washington State Liquor and Cannabis Board, which collects the license fee; the county's part is a notice-and-objection role, and the county charges no fee for it. RCW 66.24.010(8)(a) requires the Board to give notice of an application to 'the county legislative authority, if the application is for a license outside the boundaries of incorporated cities or towns' — for Benton County, the Board of Commissioners. Under RCW 66.24.010(8)(c) the county may file written objections within twenty days after notice of a new application, and at least thirty days before the expiration date for a renewal; under (8)(e) the Board notifies the county when it grants a license outside city limits; and under (12) the Board 'must give substantial weight to objections' from a local authority based on chronic illegal activity. A restaurant, café or store applying for a liquor license in unincorporated Benton County should expect the county to receive notice of its application.
