Business licenses and permits in Kitsap County, Washington
Kitsap County, Washington (county seat Port Orchard) sits on the Kitsap Peninsula across Puget Sound from Seattle. Its food, temporary food, pool and onsite-sewage building clearance permits are issued by the Kitsap Public Health District, which its own mission page calls 'a local government agency serving all of Kitsap County and its cities.' Those permits therefore apply the same way inside the cities and in unincorporated communities such as Silverdale. The fees are set by Kitsap Public Health Board Resolution 2025-06, the Environmental Health Division Fee Schedule effective January 1, 2026, adopted at the Board's Nov. 4, 2025 meeting. Washington's Office of Financial Management lists four incorporated cities in Kitsap County: Bainbridge Island, Bremerton, Port Orchard and Poulsbo. The Washington Department of Revenue's city endorsement pages state that each of the four 'requires a license for all businesses located within city limits, or conducting business within city limits'; that city license is issued as an endorsement on the state business license and stacks on the health permits recorded here. Each city also runs its own building and land-use permitting. Alcohol is licensed by the Washington State Liquor and Cannabis Board; RCW 66.24.010(8) gives the county legislative authority a notice-and-objection role for locations outside city limits, and the city's chief executive officer that role inside a city. The population figure of 281,420 is the U.S. Census Bureau's Vintage 2024 estimate.

What do these permits involve in Kitsap County?
Onsite Sewage Building Clearance — Commercial
A commercial building project on a property served by an onsite sewage (septic) system in Kitsap County goes through a building clearance with the Kitsap Public Health District. Per the 2026 fees in Kitsap Public Health Board Resolution 2025-06 (Environmental Health Division Fee Schedule, effective January 1, 2026), the ONSITE SEWAGE section lists 'Building Clearance - Commercial' at $550 and a 'Commerical Building Clearance Exemption' at $145; footnote 11 states that the exemption charge 'covers staff time to conduct records search, plan review, and record processing; subject to the Health District's policy covering Building Clearance Exemption Referrals.' The same section lists an 'Accepted BSA/BC Records Replacement for Building Permit' line, tying the clearance record to the building permit. Where a new, altered or expanded commercial onsite sewage system is needed, the schedule's building site application is $1,250 on a private water supply or $955 on a public water supply, and a sewage system installation permit is $600. The schedule's WATER section prices building clearances for sewered properties separately ($90 with a public water supply, $145 with a private one). These are the 2026 fees; the Board sets each year's schedule by resolution. Call Environmental Health at 360-728-2235.
