About each permit
BPOL Business License — Professional / Business Services
A veterinary practice, and a fitness studio whose activity is classified as a professional or business service rather than as retail, owe Henrico's BPOL tax under this Professional/Business Services category, read directly from Henrico Code §§20-414 and 20-475. As with every BPOL category listed for Henrico, the percentage rate applies only to the amount by which gross receipts exceed $1,000,000 in a license year, not to the full receipts figure: no tax is due at or below that threshold, though an application is still required, and above it the tax is the greater of a flat $30.00 or 0.20% of the excess over $1,000,000. A fitness studio classified as retail instead falls under the Retail Merchant category listed separately for this jurisdiction.
BPOL Business License — Retail Merchant
Henrico's BPOL tax for a retail merchant is calculated only on the portion of gross receipts that exceeds $1,000,000 in a license year, not on the full gross-receipts figure: a retailer with $1.5 million in receipts owes tax on the $500,000 above the threshold, not on the full $1.5 million. Below $1,000,000 an application is still required, but no tax is due. Above it, the tax is the greater of a flat $30.00 or 0.20% of the excess over $1,000,000, as set directly in Henrico Code §20-648, read from the county's own codified Chapter 20 ordinance text. This category applies to a retail-store business, and also to a salon, fitness studio, or auto-repair business whose activity is classified as retail rather than as a professional or business service under the ordinance's own definitions — the Professional/Business Services category listed separately for this jurisdiction applies instead when a business is service-classified.
BPOL Business License — Fee-Basis Contractor
A contractor operating on a 'fee contractor' basis in Henrico — the ordinance's own term for a contractor compensated by fee rather than by contract price — owes BPOL tax under Henrico Code §20-559(a)(1) only on the amount by which gross fees exceed $1,000,000 in a license year, not on the full gross-fees figure: a fee contractor with $1.5 million in gross fees owes 1.50% of the $500,000 above the threshold, not 1.50% of the full $1.5 million. No tax is due at or below $1,000,000, though an application is still required. Contractors must also show a state DPOR Board of Contractors license or certificate number, or a sworn affidavit of exemption, at application, under Henrico Code §20-569, and certify workers' compensation compliance under Henrico Code §20-567.
BPOL Business License — Contract-Basis Contractor
A contractor operating on a basis other than 'fee contractor' — the ordinance's residual category, a contractor compensated by contract price — owes BPOL tax under Henrico Code §20-559(a)(2) only on the amount by which gross receipts exceed $1,000,000 in a license year, not on the full receipts figure: a contractor with $1.5 million in gross receipts owes 0.15% of the $500,000 above the threshold, not 0.15% of the full $1.5 million. No tax is due at or below $1,000,000, though an application is still required. A non-resident contractor who has already paid a license tax to their home locality is exempt from Henrico's BPOL tax unless their Henrico business exceeds $25,000 per year, under Henrico Code §§20-563 and 20-568, in which case §20-559 applies in full.
BPOL Business License Application (All Industries)
Every business operating a fixed or mobile location in unincorporated Henrico — all ten industries this site tracks, including a restaurant, coffee shop, food truck, or childcare facility that does not fit neatly into one of the four category-specific BPOL records listed for Henrico — must file a business license application with the Department of Finance before operating, regardless of revenue, per Henrico Code §§20-414(b), 20-475(b), 20-559(b), and 20-648(b), read directly from the county's own codified ordinance text. No tax is owed if gross receipts are $1,000,000 or less in a license year. Above that threshold, the tax amount due depends on which BPOL category applies to the specific business: Retail Merchant, Professional/Business Services, Fee-Basis Contractor, or Contract-Basis Contractor, each listed as its own requirement for Henrico with its own rate.
