About each permit
Food Vending Unit License
No more than fifteen Food Vending Unit licenses are issued citywide at any time. New applications are accepted only between April 1 and May 1 each year (year-round if fewer than fifteen are currently issued); an applicant turned away for lack of an open slot is placed on a waiting list rather than simply told to reapply, with priority renewal for current licensees not cited or closed by the Health Department more than twice in the prior year. A license covers one unit at one location; applicants must submit both a standard business license application and a separate Planning and Zoning Division application, plus evidence of approval from the Health Department and the West Valley City Fire Department, a notarized property-owner permission letter, and a commissary/restroom agreement. Operationally, vending is confined to 7:00 a.m.–12:00 a.m., a vehicle may not remain at one location (or within 500 feet of it) more than four hours per day, and units may carry no awnings, tarps or furniture. This is the city's own vending license; the Salt Lake County Health Department's separate Mobile Food Service Permit (recorded below) additionally licenses the food-safety side and is required on top of this one.
General Business License
Mandatory for any person engaging in business within city limits; a separate license is required for each type of business and each place of business, and each day of noncompliance is its own violation. Exempt: home occupations grossing under $2,000/year, produce stands selling only self-grown produce, vehicles merely passing through or in interstate commerce, and deliveries from an out-of-city business already licensed at home. The Planning & Zoning Division should be contacted before committing to a location to confirm the business activity is allowed there — see the Zoning Determination Letter record below.
