About each permit

Zoning Certificate (unincorporated county)

Section 8.01(B) of the Williamson County Zoning Ordinance states that 'No building or structure shall be erected, altered, or relocated, and no use shall be established after the effective date of this Ordinance until a Zoning Certificate has been approved'. Under Section 1.04 the Ordinance applies to 'the development of all unincorporated land within the boundaries of Williamson County', so a business opening or changing its use on unincorporated land needs a Zoning Certificate before it opens; inside a city, that city's zoning rules apply instead. The Zoning Certificate fee is not published in the county's current fee justification sheets; contact the Planning Department at (615) 790-5725, 1320 West Main Street, Suite 400, Franklin.

Major Site Plan Review

As published on the county's Major Site Plan Review Fee justification sheet (one of the fee justification documents the county posts under T.C.A. § 5-1-137), the fee is '$100.00 for first 5,000 square feet + $0.02 for every square foot over 5,000'; the sheet notes a plan must be at least 12,500 square feet to reach $250. Major Site Plans are reviewed by the Planning Commission under Article 6 of the Zoning Ordinance, which applies to unincorporated Williamson County. A new commercial site such as a restaurant, retail building, daycare or auto shop in unincorporated Williamson County may need Major Site Plan approval. Contact the Planning Department at (615) 790-5725.

Special Use Permit

As published on the county's Special Use Permit Review Fee justification sheet, the fee is '$100.00 Special Use Permit, Accompanying Site Plan Fee $100.00 for first 5,000 square feet + $0.02 for every square foot over 5,000'. A Special Use Permit is needed where the Zoning Ordinance's use tables list a business use as a special use in the zoning district, which can include uses such as child care, vehicle repair and veterinary services depending on the district; it applies only in unincorporated Williamson County. Check the use table for the property's district with the Planning Department at (615) 790-5725 before signing a lease.

Rezoning Request

As published on the county's Rezoning Review Fee justification sheet, posted with its 2026 development-fee justifications under T.C.A. § 5-1-137, the fee is '$300.00 per rezoning request'. A rezoning (a change to the zoning map) is needed only where a business wants to operate on unincorporated land whose zoning district does not allow its use; inside a city, that city's rezoning process applies. The county Zoning Ordinance governs rezoning of unincorporated land. Contact the Planning Department at (615) 790-5725.

Food Truck on Private Property — Temporary Use Permit

Section 11.05(D)(13) of the Williamson County Zoning Ordinance allows a food truck as a Temporary Use only on private property in unincorporated Williamson County, never in a public right-of-way. Only one food truck is allowed per Temporary Use Permit; a truck may not be within 200 feet of a permanent eating and drinking establishment or 300 feet of a residence; it is subject to Minor Site Plan review for each time period a permit is requested; and the permit is valid for six months per calendar year. The operator needs the property owner's written permission and a written contract with the owner, may operate only from 8:00 AM to 8:00 PM and must remove the truck daily, must display the permit, may not sell alcoholic beverages, and may not provide outdoor seating. The Ordinance also requires the truck to meet all Health Department rules (the state food service permit is recorded at the Tennessee layer). The Temporary Use Permit fee is not published in the county's current fee justification sheets; contact the Planning Department at (615) 790-5725.
