About each permit
General Contractor Licensing — Contractor's Excise Tax License Only (South Dakota)
No fee applies. Per the Department of Revenue's license-requirements tax fact, the state-level requirement touching a general contractor is the contractor's excise tax license, already recorded with this state's sales tax license: 'All contractors must be licensed regardless of the amount of the receipts they have or the amount of tax due,' and 'There is no fee for a sales or contractor's excise tax license.' Any competency-based contractor licensing that exists is set by individual cities and counties.
Sales Tax License
No fee, because South Dakota states plainly that there is no charge for a sales or contractor's excise tax license — a card is simply issued once the application is approved. The license remains genuinely mandatory despite costing nothing: operating a taxable business here without one is a Class 1 misdemeanor punishable by up to $1,000 and a year in jail, escalating to a Class 6 felony carrying up to $4,000 and two years in the state penitentiary if operation continues after the state has given notice a license is required.
Auto Repair Shop — Dealer Licensing Covers Vehicle Sales Only (South Dakota)
No fee applies. The Department of Revenue's dealer-licensing page requires a motor vehicle dealer license of 'people who engage in the business of selling vehicles', and every dealer-license trigger in the motor vehicle statutes cited is tied to selling, exchanging or offering vehicles for sale, not to repairing them. A shop that only services and repairs vehicles, without buying or selling them, falls entirely outside the Division of Motor Vehicles' dealer-licensing requirements; a shop that also sells several used vehicles a year would separately cross into needing a Used Vehicle Dealer license for that distinct activity.
