About each permit
Tobacco Retail License — Washington County Fee and Ordinance 878 Sales Restrictions
A store that sells tobacco, synthetic nicotine or inhalant delivery products in Washington County pays a county fee with the state tobacco retail license. The Oregon Department of Revenue's Statewide Tobacco Retail License page states: 'Retailers within Washington County have a tobacco retail license fee of $1,303.45. Washington County approved an additional $319.45 fee to assist with the enforcement of Flavor Ban Ordinance 878 within the county. Washington County applications and renewals will incur this fee starting October 1, 2026.' The same page gives $984 as the state fee for retailers elsewhere; that $984 is state money, and the county portion is $319.45, the figure in the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57) against Ordinance 878. Ordinance 878, enacted 2 November 2021, states that it 'applies to all of Washington County under the Board of Commissioners authority as the Local Public Health Authority'. The county's Ordinance 878 page states that it is effective starting 1 July 2026 and prohibits: selling any flavoured tobacco or flavoured synthetic nicotine product; selling tobacco, synthetic nicotine or inhalant delivery products to anyone under 21; any coupon or price promotion for those products; packs of fewer than 20 cigarettes; self-serve vending; and moveable places of business such as kiosks or vehicles. The page describes a violation as a civil infraction with a presumptive fine of $435 and a maximum of $2,000 for individuals and $4,000 for corporations per violation, each day a separate violation; enforcement is complaint-driven.
