About each permit

Home Occupation Permit and Sign Permit (Unincorporated Washington County)

The county's Development Review / Current Planning FAQs, whose answers 'apply to locations within unincorporated Washington County', state that 'Commercial business activity operated from a residence typically requires land use approval for a home occupation. A land use application is required and is subject to annual renewal.' The same FAQs state that day care and preschool businesses serving fewer than 16 children are allowed in residential areas and are exempt from land use review. The Current Planning FY 2026-27 fee schedule, matching the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57), sets a Type I home occupation permit at $2,254 and a Type II at $3,593, the same in rural and urban areas, with annual renewals of $311 (Type I) and $1,131 (Type II); rural applications carry a $151 Oregon Water Resources Department surcharge, from which home occupation renewals are exempt. A sign permit, for any business sign in unincorporated Washington County, is $226. For properties within cities, the FAQs direct users to the relevant city websites.

OLCC Liquor License Application — County Recommendation (Unincorporated Washington County)

Under ORS 471.166 the Oregon Liquor and Cannabis Commission asks the local government for a recommendation on liquor license applications. The county's Liquor Licenses page states that 'Washington County only reviews applications for businesses and operations located in unincorporated Washington County' and tells applicants whose location shows a different jurisdiction to contact that county or city. The county review has a land use stage (Current Planning) and a health stage (Environmental Health), and the page states that 'As per statute, Washington County will complete its review within 45 days of receiving all application materials.' The county fees on that page are $100 for a new annual licensing application, $35 for an annual licensing renewal, $75 for a change in ownership and $35 for special events or temporary licensing; the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57) lists $100 new, $35 renewal and $75 for a change in ownership, location or privilege, and the Current Planning FY 2026-27 schedule lists 'OLCC Review (License Renewal & Special Events) 35'. ORS 471.166(8) caps these fees at $100, $75 and $35. The OLCC license and its state fee are separate. Coffee shops and food trucks that sell alcohol in unincorporated areas go through the same review.
