About each permit
Full Service and Limited Service Restaurant License
The county's Food Service Licensing page states that 'Food service businesses in Washington County must be licensed by Environmental Health' and that 'Annual licenses expire on December 31 of every calendar year and cannot be transferred from one person to another.' ORS 624.510(1) delegates the state's food-service licensing to the local public health authority for its whole jurisdiction, so this license applies in every city in the county as well as the unincorporated area. The fees are from the Restaurant and Food Service Facilities fee sheet (REV 7/2026, fees effective 1 July 2026 thru 30 June 2027) and match the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57): full service restaurant 0-15 seats $1,112, 16-50 seats $1,245, 51-150 seats $1,377, over 150 seats $1,642; a limited service restaurant (only prepackaged sandwiches or a single dish or food product and non-perishable beverages) $847. A license obtained in October through December is prorated to 50% of the annual fee. An expired license costs the annual fee plus a $100 reinstatement fee; under ORS 624.490(2) the reinstatement fee increases by $100 on the 31st day after expiry and on that day in each following month. The county page describes two unannounced inspections a year. A quarterly inspection fee is 50% of the annual license fee.
Inspection of an Out-of-County Mobile Food Unit at a Temporary Event
A mobile food unit licensed by another Oregon county that operates at a temporary event in Washington County pays the county an inspection fee instead of taking a Washington County mobile unit license. The Temporary Food Service fee sheet (REV 6/2026, effective 1 July 2026 thru 30 June 2027) lists 'Mobile Food Units licensed in other Oregon counties, operating at a temporary event (all operations must be on the Mobile Food Unit)' at $25.00, and the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57) lists the same $25 with the note 'ORS 624.650(1); fee is per inspection'. ORS 624.650(1) sets this fee at not more than $25.
Public Pool and Spa License
A fitness studio or gym with a public swimming pool, spa, fountain or wading pool needs an annual license from the Washington County Environmental Health Program; a studio without a pool or spa has no pool license. The Pools and Spas fee sheet (REV 6/2026, effective 1 July 2026 thru 30 June 2027), matching the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57), which notes 'State fee included', sets the license at $1,218 for the first year-round pool or spa, $755 for each additional year-round pool or spa, $652 for the first seasonal pool or spa and $420 for each additional seasonal one. All licenses expire on 31 December; an expired license costs the annual fee plus a $100 late fee per month delinquent. A facility needing more than one reinspection in a calendar year is charged $446 for each additional reinspection. The fee sheet states 'POOL/SPA - Plan Reviews Completed by State OHA, not by County', and the county's pools page refers construction and remodel plan review to the Oregon Health Authority.
Restaurant Plan Review (New Construction or Remodel)
Washington County Environmental Health reviews plans for a new restaurant or a remodel before the restaurant license is issued. The plan review fees on the Restaurant and Food Service Facilities fee sheet (REV 7/2026, effective 1 July 2026 thru 30 June 2027), identical in the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57), are: new restaurant with 0-50 seats $1,059; new restaurant with 51 or more seats $1,324; new limited service restaurant $794; major remodel $794; minor remodel $728. The fee sheet defines a minor remodel as installing up to 3 pieces of food service equipment where a utility connection must be changed or added, adding seating that requires additional restrooms, or adding one self-service area. The plan review applies countywide, in cities and the unincorporated area alike, because the license it leads to is the county's countywide food-service license.
Mobile Food Unit License and Plan Review
Food trucks, carts and other mobile food units based in Washington County are licensed by the county Environmental Health Program, which administers Oregon's food-service licensing countywide under ORS 624.510(1). The fees are from the Mobile Food Unit, Commissary and Warehouse fee sheet (REV 7/2026, effective 1 July 2026 thru 30 June 2027) and match the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57): Class I $847, Class II $847, Class III $980, Class IV $1,112, benevolent mobile unit $396 a year; plan review $728 for Class I or II, $847 for Class III, $874 for Class IV, $624 for a major remodel and $265 per hour for a minor remodel consultation. A license obtained in October through December is prorated to 50% of the annual fee, and all licenses expire on 31 December of the current calendar year. An expired license costs the annual fee plus a $100 reinstatement fee.
Commissary and Warehouse License
A commissary that services mobile food units, and a warehouse that stores food for a food business, are licensed by the Washington County Environmental Health Program. The Mobile Food Unit, Commissary and Warehouse fee sheet (REV 7/2026, effective 1 July 2026 thru 30 June 2027) and the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57) set the annual license at $1,112 for a commissary, $980 for a commissary located in a licensed restaurant, and $847 for a warehouse. A license obtained in October through December is prorated to 50% of the annual fee, and an expired license costs the annual fee plus a $100 reinstatement fee. The license applies countywide under ORS 624.510(1).
Temporary Restaurant License (Event Food Booth)
Food booths at fairs, festivals and other public events in Washington County are licensed by the county Environmental Health Program. The Temporary Food Service fee sheet (REV 6/2026, effective 1 July 2026 thru 30 June 2027), matching the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57), sets three for-profit license types at the same prices (first booth $322, first 2 booths $407, each additional booth $186): a single event license, valid for 30 days of continual operation at the same location; an intermittent license, for multiple events arranged by at least two different oversight organizations with the same menu and location, valid up to 30 days; and a seasonal license, for multiple events arranged by the same oversight organization, valid up to 90 days. Intermittent and seasonal operators also pay a $70 operational review before the first license or when the menu or location changes. Re-inspection is $182; applications received 5 or more business days ahead get a $10 credit; operating without a license carries a $50 penalty per occurrence on top of the license fee. Benevolent (non-profit) operators pay $86 / $119 / $62 for a single event, $106 for an intermittent or seasonal license, $35 for operational review and $66 for re-inspection.
Child Care Facility Sanitation Inspection and Plan Review
Child care centers and certified family homes in Washington County get their sanitation inspection and plan review from the county Environmental Health Program. OAR 414-305-0130(6)(b) requires approval by a registered environmental health specialist with an initial, change-of-owner or change-of-address application for a certified child care center or a floor-plan change, and 414-305-0130(7)(a) requires written environmental health specialist approval for renewal. The county's Sanitation Inspection page describes the process: send the state's sanitation inspection form and 'the correct fee for your type of facility' to Washington County Environmental Health, 155 N. First Ave., MS-5, Hillsboro, and an environmental health specialist calls to schedule a five-day inspection window. The fees are from the Child Care Facility Services fee sheet (REV 7/2026, effective 1 July 2026 thru 30 June 2027), matching the FY 2026-27 Adopted Fee Schedule (Resolution and Order No. 26-57): inspection $439 (center with infants and toddlers), $353 (center without), $353 (family home with infants and toddlers), $266 (family home without), $266 (after-school program), $311 (Head Start), re-inspection $216; plan review $726, $662 and $606 for a center with infants and toddlers, a center without, and an after-school program.
